A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection Licensing observed: - In the outdoor play area two broken wooden shelves with 2 metal nails protruding were accessible to children. - Adult swing is being used for children use. Manager will check manufacturer directions for age and use recommendations. - In the nap room dresser drawers are not secured. Licensing is concerned that the drawers if opened can pose as a climbing hazard. - In the nap room, the fridge door is not secured making the contents of the fridge accessible to children.
Corrective action. A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. 3 Children files were reviewed and 2 children files were missing start date of enrolment.This is a repeat contravention from routine inspection # LVIA-CEALY4 dated 6 May 2022.
Corrective action. Ensure all children records are complete at the time of enrolment.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed that departure times for all children for yesterday was not recorded. Arrival times for today was recorded in the spot for yesterday's departure time. Staff corrected this during inspection. This is a repeat contravention from routine inspection # LVIA-CEALY4 dated 6 May 2022.
Corrective action. Please ensure attendance records accurately show arrival, departure times and any absences.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 3 children files were reviewed and 1 file was missing emergency contact information. During inspection Manager messaged the parent to provide emergency contact information for the file.
Corrective action. Please ensure that children files are complete at the time of enrolment.
19100 - CCLR s.57(2)(d) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available. There is a valid RCMP check available.This is a repeat contravention from routine inspection # SMIA-C4BLMY dated 24 June 2021.
Corrective action. Please ensure all persons age 12 years and older who live at this address have a valid criminal record check through the criminal records review branch in Victoria
12160 - CCLR s.20(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed one staff file and observed that, while one staff's CRC was not expired, it was not addressed to this facility. The Manager informed that the sharing process has been initiated.
Corrective action. Please ensure that all staff have a current record of a criminal record check addressed to the community care facility.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history. Observation (CORRECTED DURING INSPECTION): A record of the person's work history was not obtained for one staff.
Corrective action. Please ensure all staff have a current resume on file before they start employment.

11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection there was a large bucket of water accessible to the children that posed a drowning hazard.
Corrective action. Please ensure standing water is removed from yard.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Upon inspection the staff's certificate was not displayed.
Corrective action. Please ensure the staff Licence is displayed in a prominent place in the facility.
10070 - CCLR s.11(4) - OR SUPERVISION
A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation. Upon inspection, the staff had left the children unsupervised indoors to come outside during the inspection.Licensing requested that staff go back inside to supervise the children.
Corrective action. Please ensure supervision is maintained at all times children are in care.
14010 - CCLR s.34(1) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Upon inspection, staff could not produce the policies and procedures.
Corrective action. Please ensure staff are familiar where the policies and procedures are kept for review.

Observation. Upon inspection staff did not know where the minor incident log book was kept.
Corrective action. Please ensure a log of minor incidents is kept and able for review.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Upon review of the staff files, 1 staff did not have their Licence validated by the Early Childhood Registry.
Corrective action. Please ensure staff files are complete.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one or more employees.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing officer observed the following in the play area where children were playing: ·One curtain tie strap was accessible to children ·On the upper portion of the wall one thumb tack pin was protruding loosely and appeared it would fall out easily at the slightest touch to that wall. ·Window blind cord was accessible and within reach to children

11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. In the outdoor play area licensing observed: ·Wear and tear on the two wooden fence panels making them loose and easily movable upon slight touch. Manager is aware that these two wooden fence panels are loose and have made an attempt previously to secure them. ·Door to the garage was unlocked. Manager stated that door is usually locked and will look into changing the door.
Corrective action. Please ensure that the entire play area is enclosed to ensure children are free from harm.
11160 - CCLR s.16(3)(a) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): Licensing observed a child did not wash hands after using the bathroom. Proper hand washing to reduce the spread of illness was discussed with the manager.
Corrective action. Please ensure that the rules of health and hygiene are practiced.
15030 - CCLR s.46(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Manager’s ECE certificate expired 16 June 2021. Manager was not aware that ECE certificate had expired last week. Licensing was informed that she will be mailing the renewal application this weekend.
Corrective action. Please ensure the staff to child ratio is as per Schedule E of the Child Care Licensing Regulation. Inform licesning when renewed ECE cretificate is received.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. 3 children's files were reviewed and one child's file was missing consent to call a medical practitioner or an ambulance in case of accident if the parent cannot be reached immediately.
Corrective action. Please ensure to have all children's records complete and available.
19190 - CCLR s.57(3)(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Two residents who live in the home require a current criminal record check. Licensee stated that criminal record checks have been applied two weeks ago. Licensing officer verified and viewed the submitted applications once I was back in the office.
Corrective action. Please ensure all residents over the age of 12 who live in the home have a current criminal record check.

- STAFFING
A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. Licensing observed two fire extinguishers on site, however, both were required to be serviced in Febuary 2020.
Corrective action. Please ensure fire extinguishers are serviced annually. The Licensee purchased new fire extinguishers today, May 5, 2020 after Licensing left the facility, and provided Licensing with photos of receipts.
