Observation. School-aged children were present on the premises while daycare children were still in care; however the facility is not licenced to care for children older than kindergarten age.
Corrective action. The manager provided a written response outlining how the contravention has been addressed.

Observation (CORRECTED DURING INSPECTION): During inspection licensing observed laptop cord was accessible to children in the infant and toddler program. Staff corrected this during inspection.
Corrective action. Please ensure laptop cords are not within children's reach at all times.

Observation. Emergency evacuation drill has not been practiced in last 12 months.

Observation. Upon inspection there was 1 staff's purse accessible to children in care and a large air conditioner on a shelf that posed a fall hazard, in the event of an earthquake.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection of the outdoor play space, there were large containers filled with standing water.The manager said that the children had not been outside in the yard.
Corrective action. Please ensure there is no standing water on the premises as it poses a drowning hazard.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Upon inspection, there were: Knives in an unlocked drawer and bathroom spray accessible to the children.
Corrective action. Please ensure children do not have access to any object or substance that may be harmful to the health and safety of a child.

Observation. Upon inspection, the under 36 mos program was mixed with the 30 mos to school age program.This is a repeat contravention.
Corrective action. Please make sure that the 2 programs are kept completely separate.
14020 - CCLR s.34(2)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Upon inspection of the emergency supplies, there was water and food that had expired in 2021.
Corrective action. Please ensure that the food intended for the children in the emergency kit is not expired.

Observation. Upon review of 7 children's files, one file did not have the child's sex recorded & 2 files did not have the child's medical insurance numbers recorded.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Care plans are not available for two children who require extra support.
Corrective action. Please make sure a care plan is available for all children who require extra support.
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. The manager stated a criminal record check for one staff was applied for through the CRRA sharing program but has not been received. There is a copy of a criminal record check from another program on file. The manager applied through the sharing program for the criminal record check almost a month after the staff started to work at the program.
Corrective action. Please make sure copies of criminal record checks are applied for before a staff person starts to work.

Observation. The manager stated that at times the Group Child Care (Under 36 months) and the Group Child Care (30 months to school age) are combined and have circle time and lunch together.
Corrective action. Please make sure that the groups are kept separate.
14020 - CCLR s.34(2)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. A staffing exemption had been approved by Licensing from July 25, 2019 to January 31, 2020. The information in the application that had been approved by Licensing has changed and Licensing had not been informed. The changes to the staffing schedule invalidated the exemption.
Corrective action. Please ensure that staffing is in compliance with Schedule E Child Care Licensing Regulation or that an approved staffing exemption is in place. The manager stated she was not aware that Licensing needed to be informed of any changes. Licensing reviewed the approval letter with the manager which states any changes must be reported.
14030 - CCLR s.34(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Files for eight staff were reviewed. Three staff have RCMP criminal record checks, four staff have criminal record checks that had not been obtained through the Criminal Record Review Agency Sharing Program and one staff had no criminal record check in their file.
Corrective action. Please make sure all staff have a valid criminal record check from the Criminal Record Review Agency before they start work. If a criminal record check is from another facility or training institution it must be obtained through the Criminal Record Review Agency Sharing Program.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Files for eight staff were reviewed. References had not been verified for any of the staff.
Corrective action. Please ensure that all staff references are verified before staff start to work.
