    Structural changes have been approved by Licensing. [CCLR Sec. 10(2)]

    Observation. During the inspection, Licensing observed a gated partition permanently installed in the children’s activity space on the lower floor. A discussion occurred with the Manager regarding the requirement that any structural changes affecting the space, as shown in the original floor plan, must be submitted to and approved by Licensing before being implemented. As a result of this unapproved structural change, the usable floor space was less than previously measured in relation to capacity. The operator must remove the structure to restore the previously measured usable space. If the structure remains, the space will need to be remeasured for capacity based on 3.7 m² of usable space per child, which may result in a reduced capacity.

    Observation. The fire extinguisher on the lower floor is due for servicing, with the service tag indicating December 26, 2025.

    Observation. Licensing observed that two children had extra support documented in their records, but no corresponding care plans were on file. A discussion took place with the Manager regarding the requirement to have care plans for children needing extra support, in accordance with CCLR Sec. 58(1)(2). Resources will be provided by Licensing.

    Observation. Licensing reviewed the children’s records and found that not all records were complete. Missing information included immunization status, care card numbers, and written parental consent to call a medical practitioner or ambulance (Sec. 57(3)(a)). A discussion occurred regarding reviewing all children’s records to ensure they are complete, including completing the information on the emergency consent cards.

    Staff ratios and group sizes comply with Schedule E. [CCLR Sec. 34(2)(a)]

    Observation. Licensing observed five children in the care of one Early Childhood Educator Assistant. As outlined in Schedule E of the CCLR, for Group Child Care (30 months to school age), an Early Childhood Educator (ECE) must be included in the staff-to-child ratio. The Manager arrived during the inspection and holds a valid ECE certificate. A discussion occurred with the Manager regarding the staff ratio requirements for this care type. The Manager confirmed understanding of the regulation and committed to maintaining an ECE in the ratio with the children going forward. It was also noted during the discussion that the Group Child Care (30 months to school age) licence allows for only two children between 30 and 36 months in each group.

    Observation. After completing the inspection of the main floor, where one Early Childhood Educator Assistant (ECEA) was present with four children, the Licensing Officer (LO) proceeded to the lower floor. A child was observed standing beside an activity table with no staff or adults present. The LO accompanied the child upstairs to the care of a staff member and discussed that the child had been alone on the lower floor and may have need a diaper change, as there was an odor in the air and the child had pointed to their diaper when the LO entered the lower floor. The LO discussed with the staff member the requirement for continuous supervision of children. When the Manager arrived, a discussion took place regarding the unsupervised child. The Manager stated that the lower floor, currently used as a nap space, is monitored via cameras. At the time of the inspection, the on-site staff was not monitoring the cameras, and the Manager reported that they had been at the bank while monitoring the cameras on their phone. The LO explained that off-site monitoring does not meet requirements and that continuous, direct supervision of children by qualified staff is required at all times. It was noted that for at least 20 minutes, from the LO’s arrival until the lower floor was inspected, the child was not checked on by the on-site staff. The LO informed the Manager that a plan would be requested in the inspection report, and the Manager agreed to submit a plan to maintain continuous, direct supervision of children at all times. The Manager stated that, going forward, nap time would be directly supervised by on-site staff located on the same floor as the staff and awake children.

    The certificates, or copies of certificates, of early childhood educators and assistants are prominently displayed in the facility. [CCLR 11(4)]

    Observation. Licensing observed that the on-site ECEA did not have a copy of their certificate posted.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Hazardous Objects and SubstancesNon-critical

    Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]

    Observation. Licensing observed the following: - Adult-sized scissors were located on two shelves in the activity space, potentially accessible to children. The scissors were relocated during the inspection. - The safety gate at the top of the stairs to the lower floor was unlocked and slightly open. The gate was then locked during the inspection. - A stack of sleep cots on the lower floor was unsecured, creating a potential falling hazard. A securing mechanism is available. - The mechanical room on the lower floor was unlocked with the door slightly open. The room contained a boiler, room paint, and a container of chemical grout remover. A discussion occurred with the Manager regarding keeping the door secured when not in use.

    Observation. Licensing reviewed the children’s records and found that several files were missing an emergency contact. A discussion occurred with the Manager regarding the requirement to maintain current records for each child, including all information outlined under CCLR Section 57. The Manager confirmed they will update the files accordingly. The Manager currently keeps digital images of all the children and noted they will update the files to include physical photographs.

    The licensee has written parental consent to call a medical practitioner or ambulance in case of accident or illness, in cases where the parent cannot immediately be reached. [CCLR Sec. 57(3)(a)]

    Observation. Licensing reviewed the children’s records and found one child’s file missing parental consent.

    Observation. The Manager noted that daily inspections of the outdoor play area are being conducted but are not currently documented. A discussion occurred regarding possible log templates, and Licensing will provide a resource.

    All persons over the age of 12 that are ordinarily present on the premises while children are present are of good character and the licensee has obtained a criminal record check for each person. [CCLR Sec 20]

    Observation. The Early Childhood Educator Assistant providing care to children during the inspection did not have a criminal record check available. The Manager stated that the criminal record check was submitted for processing three weeks prior, and they are currently awaiting the clearance.
