A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed that the roof of the outdoor gazebo located in the play space is cracked/broken. The manager said that a ticket has been submitted to fix this matter. This code is a repeat contravention on routine inspection report #CGEE-CP52JX on 16-Feb-2023.
Corrective action. Ensure that this item is in good repair.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. It was observed that the facility was not able to show Licensing an emergency kit for children in care during the inspection.
Corrective action. Ensure that an emergency kit is available on-site. During emergency drills, the emergency kit must also be brought by staff.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. During the inspection, the facility was not able to show Licensing records of fire and emergency drills. Licensing was informed that the yearly emergency drills have not been completed in the past.
Corrective action. Ensure that the monthly fire drills and yearly emergency drill are completed with children and documented. The first aid kit and emergency kit should also be brought by staff during these drills.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. During the inspection, Licensing was informed that a child who started today did not have a care plan on file.
Corrective action. Ensure that a care plan is on file for a child who requires it. All staff must be informed and be aware of the care plan.
19220 - CCLR s.58(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed and upon talking to the facility manager that children who are absent are not indicated on the daily attendance record. This item is a repeat contravention to routine inspection report #CGEE-CP52JX - 16-Feb-2023.
Corrective action. Ensure that children who are absent are recorded on the daily attendance record.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Licensing observed and upon talking to the facility manager, that 16 children present today had no emergency contacts on file.
Corrective action. Ensure that emergency contacts are included on file for all children.

Observation. Licensing observed that one staff's CRC was not under the name of the facility. This item is a repeat contravention on routine inspection report #CGEE-CP52JX - 16-Feb-2023.
Corrective action. Staff CRC's must be site specific. Ensure that the staff's CRC is under the name of the facility and must be from the Criminal Records Review Board.

Observation. A small rubber tile piece has detached in the outdoor play space (OPS), a, thus creating a trip & fall hazard.
Corrective action. Gaps between the rubber tiles must be eliminated to prevent children from tripping & falling.

10050 - CCLR s.11(1) - RECORDS AND REPORTING

Observation. SACOSG children's morning departure times were undocumented, appearing as if they were still in care.
Corrective action. SACOSG children who attend in the: - AM must have an arrival (drop-off) time & a departure (school start) time - PM must have an arrival (in the licensed space) time & a departure (pick-up) time

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Repeat violation from FIR #CGEE-BMTQYX (18/Mar/2020): A GCC (30m–SA) child lacked his immunization status.
Corrective action. All requirements of CCLR s. 57(2) must be obtained by children's 1st day of care.
19070 - CCLR s.57(2)(a) - STAFFING
To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation. An employee (a responsible adult [RA])'s file held an academic transcript that did not prove that ≥ 20 hours of RA courses have been achieved.
Corrective action. This employee cannot be part of ratio in the SACOSG until they complete ≥ 20 hours of courses in child development, health & safety, or nutrition.
12260 - CCLR s.29(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person. Observation (CORRECTED DURING INSPECTION): Repeat violation from FIR #CGEE-BMTQYX (18/Mar/2020): An employee held an RCMP CRC.
Corrective action. Only CRCs from the BCMJ's CRRP ( https://www2.gov.bc.ca/gov/content/safety/crime-prevention/criminal-record-check/online-service-information ) are acceptable for licensed CCF employees. W/o this, employees cannot work alone w/ children.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Repeat violation from FIR #CGEE-BMTQYX (18/Mar/2020) & FIR #CGEE-CCDRW3 (10/Mar/2022): 3 employees' ECE certificates have not been verified.
Corrective action. ECE/ECEA certificates must be verified ( https://earlychildhoodeducator.gov.bc.ca/Public/CertAndRenewal/Certificate_Validation.aspx ) upon hire & every renewal.

Observation (CORRECTED DURING INSPECTION): Room #115a & Room #116a are each licensed for ≤ 8 children. CCFL observed 3 children w/ an ECE in Room #115a, & 11 children w/ an ECE in Room #116a.
14020 - CCLR s.34(2)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Room #115a & Room #116a are each licensed for ≤ 8 children. CCFL observed 3 children w/ an ECE in Room #115a, & 11 children w/ an ECE in Room #116a.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. There was no evidence that 2 children's care plans had been reviewed annually by 1 of their parents & the licensee.
Corrective action. Care plans must be reviewed annually between the licensee & a parent re. any changes in children's extra support needs. Following this, care plans must be signed/dated by the parent.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. CCFL reviewed 6 employees' files. An employee lacked evidence of her training & skills.
Corrective action. A copy of an employee's diploma, certificate, or other evidence of training & skills are required by their 1st day of employment.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. A child lacked her parent's emergency consent in her file, & lacked an emergeny consent card.
Corrective action. All requirements of CCLR s. 57 must be obtained by children's 1st day of care.
19190 - CCLR s.57(3)(a) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. A child requiring extra support had his care plan posted conspicuously; however, it was lasted updated in 2017.
Corrective action. Care plans must be reviewed annually w/ the child's parent(s). Evidence of this would be having the parent sign & date the plan.

Observation. 1 child lacked her MSP #. Another child lacked her immunization status.
Corrective action. All requirements of CCLR s. 57 must be obtained by children's 1st day of care.
