Observation. A review of the staff records indicated one employee working with an RCMP criminal record check. Licensing requires staff criminal record checks be completed by the Criminal Record Review Program prior to employment in the facility. Submit by the follow up date noted the system you will create and implement to ensure staff records are complete and maintained with the required documentation prior to a staff being employed. At the time of this inspection children did not have access to an employee with a valid first aid and CPR certificate. In order to ensure the health and safety of the children in care children must have access to an employee with valid first aid and CPR. Submit by the follow up date noted how you are going to come into compliance.

Observation. The Licensee’s system for ensuring that children's records contain all of the legislated requirements was noted to be ineffective. A review of the records indicated the following information missing from some records: - medical insurance plan number - name and telephone number of a medical practitioner - the date of enrolment in the facility Incomplete children's records is a reoccurring contravention originally found out of compliance on April 26, 2023. There was no evidence of written consent from a parent to call a medical practitioner or ambulance in most of the children's records. Observation. Evidence that the Educator certificates were verified is missing.

Observation. There was no evidence of monthly fire drill practices being implemented. There was no evidence of the yearly emergency plan being implemented.

Observation. One staff member had no file for review. One staff is working with an expired criminal record check and no immunization status.

Observation. The following information was missing from some of the children's records: - medical insurance plan number - name and telephone number of a medical practitioner There was no evidence of written consent to call a medical practitioner or ambulance. Several arrival and departure times were missing from the daily attendance. All of the children's records were missing a photograph and other information that can be used to readily identify the child in an emergency.

Observation. It was observed that children's hand towels were hung on hooks and touching each other.

Observation. The bleach and water solution for cleaning and sanitizing needs to be mixed daily as the mixture breaks down after 24 hours. A child was observed to be napping in a stroller. The Licensing Officer was informed that this happens daily. There was no evidence of daily, monthly and annual outdoor play space inspections being completed.

Observation. Observations: Facility staff are appropriately trained and experienced. Contravention: The second staff has an RCMP criminal record check. It is a requirement that a Ministry of Justice Criminal record result letter be on file. The Licensee's daughter is over the age of 12. A criminal record check is required for anyone over the age of 12 that is ordinarily present on the premise.

Observation. Observations: System in place to ensure children's records are complete. FLO tested system and found child files to be complete, log of minor injuries/incidents unexpected events updated regularly, play space inspections recorded appropriately, children's arrival and departure times consistently recorded. Contravention: A flood event occurred in the program area which required a closure of two weeks to mitigate. This meets the definition of a Service Delivery Problem. An incident report needs to be submitted to Licensing.
