  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. Upon inspection there was no record of the emergency evacuation.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Upon inspection of two staff files, one staff did not have a criminal record check from the Criminal Record Review Board. They did have one by the Owen Sound Police Service.

  Corrective action. Ensure staff has a criminal record check done by the Criminal Record Review Board.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. Upon inspection of two staff files, one did not have a certificate validated.

  Corrective action. Ensure the ECE certificate is validated.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): During the routine inspection licensing reviewed 6 children's files and 2 children's files were missing an enrollment date.

  Corrective action. Manager added the enrollment dates while licensing was still on site.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. A minimum of two character references were not obtained for one or more employees.

  Corrective action. Ensure references are obtained.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Immunization status was not obtained for one or more employees.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Validation of ECE was missing from the file of employee.

  Corrective action. Manager conducted validation on site.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

  Observation. During the routine inspection of the outdoor play space the following was observed: - the bottom part of the fence near the slide was showing sign of wear and tear . Some nails were exposed and coming out of the wooden part of the fence. The fence is in need of repair or replacement. - a plank located at the back of the play yard who supported some rocks was showing signs of rot and was coming away from the fence. This plank is in need of to be replacement or repair. - In the middle of the yard there was a pile of mushrooms containing 7 closed mushrooms.

  Corrective action. Please ensure that the outdoor play space is in good repair and free of hazards.

• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. During the routine inspection it was observed that the emergency kit did not contain enough food. There was plenty of water available.

  Corrective action. Please ensure that you have enough food to mitigate, respond and recover from an emergency.

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. During the routine inspection 6 children's files were reviewed and one child's file was missing an MSP number. Manager said they have recently (February, 2023) moved from Japan. Manager will follow up to see if the family received their MSP number.

  Corrective action. Please ensure all children's files are complete.

  Observation. During the routine inspection 6 children's files were reviewed and two children's files were missing a date of enrollment.

  Observation. During the routine inspection 6 children's files were reviewed and two children's files were missing an emergency contact person and phone number.

  Corrective action. Please ensure all children's files are complete.

• STAFFING

  A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

  Observation. During the routine inspection it was noted that the fire drill for the month of September has not been conducted. All other months were noted.This is a repeat contravention from 2022.

  Corrective action. Please ensure that the fire drill is practiced monthly.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

  Observation. During the routine inspection it was observed that the water coming from the bathroom sink was 53 degrees Celsius.

  Corrective action. Please ensure the water in heated to no more than 49 degrees Celsius.

• STAFFING

  A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

  Observation. During the routine inspection it was observed that a fire drill was conducted in the month of July. No other fire drills were marked on the Fire Drill log sheet. The licensee stated that the facility practiced monthly but they forgot to write it down on the log sheet.

  Corrective action. Please ensure fire drills are practiced monthly.
