    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. 27 children were in care and included kindergarteners and grade 1's.

    Corrective action. Ensure the maximum group size with kindergarteners and grade 1's is 24 children.

  • RECORDS AND REPORTING

    A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.

    Observation. Licensing noted that in the minor log book on two occasions, January 09 and January 10, 2025 there has been an incident that fits the description of incidents (aggressive or unusual behaviour) from Schedule H of CCLR, which has not been reported to licensing. Repoeat contravention from 2022.

    Corrective action. Ensure all incidents from Schedule H are reported to licensing.

    A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

    Observation. Licensing noted a care plan for a child who required extra support. However, the care plan did not mention a plan of action for times when the child shows signs of aggressive behaviour.

    Corrective action. Manager said that she will observe the child and revise the plan in collaboration with the parent.

    The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

    Observation. Upon reviewing the care plans of children in care it was noted that three care plans have been created in collaboration with the parents or other relevant parties in 2022 and have not been reviewed annually. Manager said that she will follow-up with the parent of the children requiring a care plan.

    Corrective action. Please ensure all care plans are reviewed annually.

  • LICENSING

    A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

    Observation. During the routine inspection it was observed that the name of the former manager was marked on a piece of paper near the license. The name of the new manager was not posted.

    Corrective action. Please ensure the name of the current manager is posted in a prominent location.

  • MEDICATION

    If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

    Observation. During the routine inspection it was observed that a child who was allergic to peanuts held an expired (September 28, 2022) EPI pen.

    Corrective action. Please ensure that the EPI is valid and ready to use.

  • STAFFING

    A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

    Observation. During the routine inspection it was noted that the fire drill implemented and was marked down for the months of January, February, March and April. There was no evidence of fire drills being implemented or marked down for the remainder months of the year.

    Corrective action. Please ensure fire drills are implemented at least once a month.

  • STAFFING

    A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.

    Observation. During the routine inspection licensing reviewed the staff check list for 4 staff. It was observed that out of the 4 staff on site one staff did not have a file on site. The staff was not on the staff checklist. Manager said that the staff is a new hire to the facility and the file is a head office.

    Corrective action. Please ensure that the staff check list is updated.

    A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

    Observation. During the routine inspection it was noted that 2 staff had an expired First Aid certificate.

    Corrective action. Please ensure all staff hold a valid First Aid Certificate.

    Observation. During the inspection the manager was unable to provide the policies and procedures related to care and supervision of children.

    Corrective action. Please ensure all reportable incidents are reported within 24 hours after the child was involved in the incident.
