A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees. The supervisor said all staff files will be updated with their immunization status.

Corrective action. Ensure the immunization status is obtained for all staff.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): Upon inspection, a staff changed two children's diapers and did not wash the children's hands after.

Corrective action. Please ensure children's hands are washed after their diapers are changed.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Upon inspection, the Immunization status was not obtained for 6 out of 17 staff files observed.

Corrective action. The assistant manager advisd the immunization status will be added to all outstanding staff files.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Upon inspection of staff files, a minimum of two character references were not obtained for 3 out of 17 staff files observed..

Corrective action. The assistant manager advised all files will be updated with the references.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Upon inspection of staff files, a record of the person's work history was not obtained for 1 out of 17 files observed.

Corrective action. The assistant manager said the resume will be added to the staff's file.

Observation. The ratio of staff to children was less then what is permitted in Schedule E

Corrective action. The Manager has corrected the staffing moving forward.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Upon inspection there was not a record of an emergency evacuation drill. The manager said it was practiced.

Corrective action. Please ensure there is a record respecting compliance with section 22(b) and (c).

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Upon inspection of 14 staff files, 1 was missing a reference.

Corrective action. Please ensure all staff have character references in respect of the person.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Upon inspection the following was observed: - Fridge temperature not maintained between 0 and 4 degrees Celsius. - Climbing equipment in the children's outdoor space, located approximately 3.5 ft from the fence. Below the fence is a drop of approximately 10 ft. The Director of Licensing Standard of Practice states that a 1.8 metre (six feet) clearance around equipment is considered safest.

Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Upon inspection, the managers name was not posted.

Corrective action. Please ensure the managers name is posted in a prominent place in the community care facility.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. Upon inspection, the following policies were not available to guide staff : - Away Play - Reportable Incident - Abuse

Corrective action. Please ensure there are written employees and procedures to guide employees in the care and supervision of children.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. Upon inspection, the emergency plan was not practiced in the past year.

Corrective action. Please ensure each employee practices implementing the emergency plan at least once each year.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Upon inspection, one or more staff files did not have an ECE validation

Corrective action. Please ensure all certificates are verifies by the system maintained by the early childhood educator registry.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Criminal Record Check not obtained.

Corrective action. Please ensure there is a Criminal Record Check obtained for each employee.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. Upon inspection, the fire drill was not practiced one or more of the past 6 months.

Corrective action. Please ensure each employee practices implementing the fire drill system at least once each month.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing Officers observed the following: - a wooden doll house, approximately 5ft tall, located in the group School Age program is not secured to the wall and could pose a tipping hazard if a child were to climb on it or in the event of an earthquake. - climbing equipment in the children's outdoor space, located approximately 3.5 ft from the fence. Below the fence is a drop of approximately 10 ft. The Director of Licensing Standard of Practice states that a 1.8 metre (six feet) clearance around equipment is considered safest. This is a recurring contravention.

Corrective action. Ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing Officers observed the following: - non slip fabric attached to a ramp on a wooden climber in the group 30 months to school age program is torn and not in good repair - a section of the carpet in the group school age program is unraveling and not in good repair - silicone behind the bathroom taps in the group 30 months to school age program is not in good repair causing it to be porous and not easily cleaned - areas of peeling paint on the structural columns located in the group 30 months to school age program

Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it area clean and in good repair while children are in attendance.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing Officers observed a spray bottle of lysol within children's reach in the group School Age program.

Corrective action. Ensure that children do not have access to any substance that may be hazardous to the health or safety of a child.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Of the nine children's records that were reviewed, one was missing a date of enrolment.

Corrective action. Ensure to keep, for each child, a record showing the date of enrolment in the community care facility.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. A child has a care plan that is posted; however, it does not include sufficient information to provide clear guidance for staff.

Corrective action. Ensure that care plans include a clear course of action to address the needs of the child requiring extra support.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Two staff records did not include character references.

Corrective action. Ensure to obtain character references prior to employing a person in a community care facility.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Upon inspection there were 2 bottles of room freshener accessible to the children and 2 small pipes of approximately 1/2 foot in height that posed a tripping hazard. * Licensing identified that the outdoor play structure was approximately 3.5 feet away from the perimeter railing with a drop zone of over 10 feet on the other side of the railing which is not per DOLSOP (clearance of 1.8 meters from play equipment)

Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Upon inspection Licensing observed one broken window with loose glass that posed a fall hazard if the glass fell out onto children.This hazard was corrected at the inspection. *Children had access to a staff kitchen where tools,paint and coffee maker were stored. A gate was put in place at the inspection. * Blind cords were dangling within the children's reach that posed a strangulation hazard *There was one electrical outlet above a crib, exposed, that posed a electrical hazard if a infant was using the crib.

Corrective action. Please ensure a healthy and safe environment is provided at all times while children are in care.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Upon inspection there were approximately 7 dead lady bugs lieing on the window ledge; the paint was peeling off the wall and appeared to be grimey and there was exposed gyprock accessible to the children.

Corrective action. Please ensure the facility is clean and in good repair.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Upon review of approximately 30 children's files, there were 3 digital images available for review to identify children in an emergency.

Corrective action. Please ensure a photograph or digital image of the children are available to identify the children in an emergency.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Upon inspection there were 5 children who did not have a departure time recorded.

Corrective action. Please ensure the children's arrival and departure times are recorded.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Upon review of 5 children's files, one child did not have the medical practitioners phone number recorded.

Corrective action. Please ensure children's files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

Observation. Upon review of the 5 staff files, 2 staff did not have their Licences verified by the licensee.

Corrective action. Please ensure the staff files are complete.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. Upon inspection one staff did not have a valid criminal record check on file.

Corrective action. Please ensure staff files are kept current.
