A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following unsecured items that could pose a risk in the event of an earthquake: - three shelving units above children's height - two heavy items stored on shelves above children's height; these were removed by the manager during the inspection
Corrective action. The manager confirmed that the shelves will be secured to prevent a risk of falling

Observation. GCC- large piece of equipment, i.e. canoe, is not securely installed and is accessible to the children.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Group Child Care - Staff to Child ratio not maintained. (ECE/ASST)
Corrective action. Ensure the staff to child ratio is maintained in all programs.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Few monthly fire drills were not recorded for GCC and MA.
Corrective action. Ensure monthtly drills are recorded accurately for all programs.

- RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. The care plans were not reviewed annually with the parent or any person requested to by the parent. All care plans contain the required information. Manager is aware that this has yet to be completed but confirmed they were made in consultation with the parents/.
Corrective action. Please ensure annual review is complete. Licensing recommendsh a parent signature and date of review.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. On review of 3 staff files, Licensin gobserved one staff only had an RCMP check in place. The Licensee said that she thought an RCMP check was exactly the same.
Corrective action. Please ensure criminal record checks are obtained through the Criminal Records Review Program in Victoria. This staff must not work alone without an approved health and safety plan.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. On review of 3 staff files, Licensing observed 1 missing a character reference. All staff require at least 2 references as part of the screening process
Corrective action. Please ensure staff are fully screened prior to employment
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. On review of 3 staff files, Licensin gobserved one file that had an expired validation in place. The staff certificate had been renewed since and new validation had not been obtained.
Corrective action. Please ensure staff files are complete with required information as per Section 19 of the CCLR

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing observed that the water temperature in the bathrooms used by the Multi-age group and the Group child care (30 months to school age) was in excess of 54 degrees. Licensing acknowledges that there is signage to indicate that the water is very hot and the Licensee did say that children are educated to move the faucet handle to the right to provide cold water first. The Licensee also said that children were always supervised using the bathroom.
Corrective action. Please provide a health and safety plan to licensing to ensure hot water is not acessible to children
11230 - CCLR s.47 - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Licensing reviewed the emergency evacuation procedure with a staff member who said that they hadn't practiced the emergency evacuation procedure. This was discussed with the Licensee .
Corrective action. Please ensure all staff members have conducted an emergency evacuation drill.
12200 - CCLR s.22(2)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation. On review of five staff files, Licensing observed that two staff were missing current validation status. One of these staff has an extension as per Section 31.1 of the CCLR's and one staff has recently renewed their certificate. Both certificates need to be appropriately verified.
Corrective action. Please ensure anyone holding early childhood educator status has an up to date validation.
