A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. The door to the staff washroom and cleaning supply room was unlocked and accessible to children.

Corrective action. Ensure that hazardous supplies are inaccessible to children in care

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Emergency Supplies such as food and bathroom supplies are insufficient to meet the needs of children in case of emergency. Discussed about amount and types of food and supplies to recover from an emergency for up to 72 hours. the Manager is going to create a system to ensure that enough supplies are on site.

Corrective action. Ensure that there are enough emergency supplies to respond to and recover from any emergency

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. One of five children's files did not have a record of an emergency contact.

Corrective action. Ensure each child has a record of emergency contact

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Two of five children's files reviewed were incomplete without either a medical insurance plan number or an immunization status.

Corrective action. Ensure that each child has a record of medical insurance plan number and immunization

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. One employee criminal record check expired in June 2024. The Manager will apply for a new one.

Corrective action. Ensure that each Criminal record check is current.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Two of four staff files reviewed did not have their certificate verified.

Corrective action. Enure that each certificate is verified.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. LO observed and discussed the following with the Manager: - Both classrooms walls: many areas of paint chips, holes, exposing drywall to the children. - 2 plates around the plugs were broken

Corrective action. Ensure that all furniture, equipment and fixtures are clean and in good repair while children are in care.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): IT class: a bottle of bleach was stored on top of the shelf in the washroom (above diaper changing area).

Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. The manager's name was not posted within the facility.

Corrective action. Ensure that the name of the manager is posted in a prominent place within the facility.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Emergency Supplies are insufficient to implement the emergency plan. LO discussed about developing a system to ensure that emergency kit is adequately prepared.

Corrective action. Ensure there are sufficient supplies for each child and staff, to respond and recover from any emergency.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. 5 staff files were reviewed; Criminal Record Check were not obtained for 2 staff members.

Corrective action. Ensure that all staff files are complete.

Observation. Licensing determined that a care plan was not developed in consultation with the parent for a child requiring extra support.

Corrective action. Corrective action plan required.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. There are many areas in the facility that have chipped paint or exposed drywall. The flooring in the 3-5 bathroom is beginning to become unattached. -The doors in the 3-5 bathroom stalls are not finished wood and the wood is porous. They are not able to properly clean the doors of the bathroom stalls

Corrective action. Ensure that a healthy and safe environment is provided at all times.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): the emergency exit leading from the infant room to the 3-5 room was locked with a lock at the top of the door on the infant side and the front door was locked with a sliding lock at the top of the door hampering the exit in case of a fire.

Corrective action. ensure the exits are not blocked, locked or hampered. Staff unlocked the exits while Licensing was on site

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. Staff are not scheduled according to schedule E.

Corrective action. Ensure that staff are scheduled according to schedule E.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. Staff are unaware of the away play space policy

Corrective action. Ensure that a written policy for away play space is kept.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. The Manager said she completed an emergency drill but did not write it down

Corrective action. Ensure that a record is kept respecting section 22 (2)(b)(c).

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. There are many areas in the facility that have painted chipped and exposed drywall. The flooring in the 3-5 bathroom is beginning to become unattached.

Corrective action. Please ensure that the drywall is not exposed to children and the floor in the bathroom is repaired to allow for cleaning.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

Observation. the emergency exit leading from the infant room to the 3-5 room was locked with a lock at the top of the door on the infant side and blocked with a shelf on the 3-5 side. The front door was locked with a sliding lock at the top hampering the exit in case of a fire.

Corrective action. Ensure that the exits are not blocked or hampered.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. one early childhood educator certificate was not posted.

Corrective action. Ensure that each certificate is posted.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. The Manager confirmed that they a responsible adult was working in place of an early childhood educator for more than 30 days. The requirements were discussed when a staff leaves they have 30 days to replace with staffing according to schedule E.

Corrective action. Ensure that the staff to child ratio is no less than schedule E.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. The Manager said they completed an emergency drill in the last year but did not write it down

Corrective action. Ensure that the emergency drill is recorded.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. The Manager was unable to locate a policy or procedure for the away play space.

Corrective action. Ensure that a current record of polices and procedures to guide staff in the care and supervision of children on the way to and at the away play space is available.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. Two staff files were not available during the inspection. The Manager went to the other facility to get them.

Corrective action. Ensure that all records in sections 56-58 are kept in a single location in the community care facility.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed in the IT nap room that the cribs were too close and touching each other and the nap room was also being used for storage. Manager stated that the toys were stored in there to be switched out. Licensing observed that the sleeping mats for the Group Child Care was being stored in the staff's bathroom. Manager stated that a suitable location will be made available to store the nap mats. Licensing observed that in both bathrooms in the IT and group Care Program hand towels were being used. Each child had their own but it was used throughout the day multiple times and then placed in the wash at the end of the day. Manager stated that more hand towels will be purchased so that they can be used once before being placed in the laundry. Licensing observed that there was mold in between the window and the ledge due to moisture build-up. The window ledge is accessible to children. The Manager stated that this will be cleaned and addressed.

Corrective action. Please ensure that a healthy and safe environment is provided at all times.

A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.

Observation. Licensing recorded the fridge temperatures in both classroom and they were both recorded at 6.9 degrees celsius.

Corrective action. Please ensure that the fridge temperature is between 0-4 degrees celsius to prevent food spoilage.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing noted a care plan had not been updated since 2019.

Corrective action. Please ensure care plans are reviewed at least once a year.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Licensing reviewed 6 children's files and noted that 1 was missing the MSP number.

Corrective action. Please ensure that children's MSP number is recorded.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Licensing reviewed 6 children's files and noted 1 was missing date of enrolment.

Corrective action. Please ensure that children's date of enrolment is recorded.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing reviewed 5 staff files and noted 2 had no Criminal Record Check and 1 was obtained through another organization. Manager is aware and have sent off for the appropriate CRC.

Corrective action. Please ensure that the Criminal Record Checks are obtained through the Records Review Board in Victoria.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Licensing observed the following: - Individual hand towels for the children in the washroom that were hanging on the wall in both programs - Playpens used for napping were all touching in the nap room

Corrective action. Please ensure that single use towels are used for hand drying during the Covid-19 pandemic to mitigate the risk of cross contamination. Please ensure that there is enough space between each playpen to ensure that children can not touch each other and for staff to be able to access each child safely in an emergency. Licensing recommends practicing social distancing in the nap room where possible.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed that the annual evacuation drill had not been recorded for 2019. Manager stated that the earthquake drill had been completed but forgoten to record.

Corrective action. Please ensure all records are completed and accurate.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing reviwed files for staff on site at inspection and observed that 2 of the staff did not have site specific criminal record checks in place from the Criminal Record Review Program. Manager stated that one (with RCMP check) had been applied for and the other would be shared once the CRRP had updated some information for the facility. These staff had been employed since the beginning of March. None of these staff work alone with the children. All other staff had clearances on file.

Corrective action. Please ensure that in the future, staff do not begin employment until all screening has been completed as per Section 19 of the Child Care Licensing Regulations.
