    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

    Observation. Licensing reviewed four employee files; Immunization status had not been obtained for two employees.

    Corrective action. Manager stated this information would be obtained by the written response date requested by Licensing.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Fire Extinguisher has not been serviced annually. Due Sept. 30, 2023.

    Corrective action. Licensee must ensure the fire extinguisher is serviced manually. The manager said the fire department checked them recently but one fire extinguisher may have been missed.

    Observation. DLSOP Active Play – The Licensee has not developed and/or implemented an Active Play Policy and screen time policy.

    Corrective action. Ensure that the facility has implemented an active play and screen time policy in their parent handbook. The manager said that they do not have an active play or screen play policy.

    Observation. Licensing reviewed 8 children's files; 1 child did not have emergency consent that in case parents cannot be reached, the facility call a medical practitioner or ambulance in case of accidents or illness.

    Corrective action. Licensee must ensure that they have in writing from a parent that they have consent to contact a medical practitioner or ambulance in case of an accident or illness if the parent cannot immediately be reached. Please ensure that there is a system in place to review children's files.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. GCC classroom: long lamp and extension cords were loose and accessible to the children. Outdoor play space: not sufficient woodchips on the ground for resilient surfacing. Wooden logs and steps were very slippery; LO discussed several strategies with the Manager to ensure that physical space is regularly monitored and maintained to avoid the risk of slip, trip and fall.

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

    Observation. A random selection of staff files were reviewed. Out of the 5 files reviewed, one file did not have a minimum of two character references.

    Corrective action. Ensure character references in respect of the the person is on file.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.

    Observation. There was no available covered container for diapers/soiled items near the diapering station. Staff are using the open garbage can to dispose of soiled diapers.

    Corrective action. Please ensure that a covered container is available to dispose of soiled items, such as diapers.

  • RECORDS AND REPORTING

    The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

    Observation. There was a care plan that was due to be reviewed in July 2020. The staff were unsure if the directions in the care plan were still appropriate to follow, that included the use of emergency medication, which also expired in July 2020.

    Corrective action. Please ensure that the information is updated and reviewed regularly to clearly reflect the course of actions required by staff and any other direction pertaining to the care plan.

    Observation. 6 children's files were reviewed at random and it was found that: - 3/6 were missing emergency contacts for the children. - 2/6 were missing the name and telephone number for their physician.

    Corrective action. Please ensure that this information is updated and current.
