  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. LO observed and discussed the following with Manager: - washroom wallpaper started to rip - wooden fence has a small gap with several nails sticking out - wooden planter within the playground poses tripping hazard

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. LO observed and discussed the following: - June, July, Aug and Dec 2022 fire drills were conducted but recorded. - Yearly emergency drill was completed in Oct 2022 but not recorded.

  Corrective action. Ensure that monthly fire drills and yearly emergency drill is accurately recorded.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Criminal Record Check on file for 1 staff is not site specific.

  Corrective action. Ensure all staff files are complete.

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Outdoor play area (toddler side): bottom wall panel is broken exposing sharp edges and interior building materials to the children.

  Corrective action. Ensure that facility's furniture, equipment and fixtures are clean and in good repair.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. One of the IT room had no ITE staff. The Manager said that application was submitted to the registry for the staff to obtain her ITE certificate. LO discussed about exemption, i.e. staffing plan.

  Corrective action. Ensure that all staff files are complete.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): 6 staff files were reviewed; 1 staff's certificate was not validated through the ECE registry system.

  Corrective action. Ensure that all staff files are complete.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. Upon inspection licensing observed the Willow and Elm rooms are being signed in on the same sign in sheet.

  Corrective action. Please ensure all children's daily attendance records are reflective of the program they attend.
