    Observation. The diaper mat required for Group Child Care 30 months to School Age was not clean. The Licensee stated they did not use it very often. There were no cleaning supplies in the washroom with the diaper facility. This was corrected during the inspection. The gate leading to the kitchen is missing and the kitchen door was open, providing children with access to hazardous items such as chemicals, lighters, sharp knives etc.

    Observation. Licensing received an allegation that the facility did not notify parents immediately when a child was injured. Based on the information received during this complaint follow-up, this allegation to the Child Care Licensing Regulation, Section 55 (1) Notification of Injury is substantiated.

    Observation. This is not an allegation but a non-compliance found during the investigation. Based on the information received during this complaint follow-up, Licensing has determined the licensee did not implement the facility's policy and procedure intended to guide employees in the care and supervision of children.

    Observation. Licensing received an allegation that the licensee did not immediately notify a parent or emergency contact if, while under the care or supervision of the licensee, the child (a) becomes ill or is injured, or (b)is involved in, or may have been involved in, a reportable incident described in Schedule H. The licensee revealed that on July 25, 2023, a child fell while playing outside. The parent of the injured child was only informed during pick-up time by speaking to the educators and reviewing the minor incident log. During the inspection, Licensing Officer Tengco reviewed the facility's minor incident log which documented the fall incident on July 25, 2023. However, this incident was not reported to Licensing. Licensing Officer Tengco had a conversation with the licensee regarding Child Care Licensing Regulation Schedule H Reportable incidents and requested that an incident report is submitted to Licensing. The allegation to section 55 (1) (2) of the Child Care Licensing Regulation is substantiated.

    Observation. Today one of the emergency exits was found to be completely blocked with boxes on the other side of the door. This exit must be clear immediately as discussed. Provide a written policy that guides employees to ensure this exit is not blocked at any time in the future.

    Observation. Some child records are incomplete missing doctor name and phone number.

    Observation. A bicycle has worn out handle bar protectors exposing the metal. Providing bicycle helmets was also discussed and recommended to teach children the rules of safety and to provide additional safety if there are falls. Equipment/supplies were found to be partially blocking a fire exit on the daycare side of the exit. this area must be kept clear at all times. Children who forget their bedding at this time are not provided with any as there is no access to spare bedding.

    Observation. At time of inspection there was not a wash basin located next to the diaper change area. The Licensee stated a portable wash station is being installed to address this requirement. There are enough wash basins and toilets in the facility for the new maximum capacity of 44 children.

    Observation. The proposed outdoor play area must be enclosed to ensure proper supervision and the safety of the children.
