    Observation. - A staff file was missing evidence that the Licensee had validated the educator's certificate. The Licensee must not employ a person in the facility as an educator unless the person holds a certificate which must be verified by the Licensee using a system established and maintained by the Province's Early Childhood Educator (ECE) Registry. *This is a recurring contravention as it was also noted on the last routine inspection report. Correct by: November 4, 2025.*

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Some of the personal information in the children's records, such as doctor/clinic contact information, emergency contacts other than the parents, and a spot for parents to list anyone who is not permitted access to the child, was missing. To ensure that the staff have immediate access to the children's personal information while taking the children away from the facility and/or in the event of an emergency evacuation, this information must be complete and up to date. *This is a recurring contravention as it was also noted on the last routine inspection report. Correct by: November 4, 2025.* - The children's records were missing permission from the parents to call for an ambulance. The Licensee must obtain written consent from each parent to call for an ambulance in the event of an emergency involving their child. *This is a recurring contravention as it was also noted on the last routine inspection report. Correct by: November 4, 2025.* Other records such as the daily attendance, minor incident logs, and the play space inspection log were reviewed and they appeared satisfactory.

    Observation. - Some staff files were missing required information such as detailed character reference checks, a resume, and confirmation that the training completed by a responsible adult was at least 20 hours in duration. A person must not be employed unless the information available indicates that the person is of good character, has relevant work experience, and has the skills and training necessary to carry out the duties assigned to them. *This is a recurring contravention as it was also noted on the last routine inspection report.     Observation. - Any staff person who is employed as a qualified ECE or ECEA must have their certificate validated by their employer and evidence of this validation must be kept on site at the facility.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - The hot water temperature at the sinks in the washroom used by the children measured at 56°C during the inspection. Ensure that the hot water that is accessible to the children does not exceed 49°C. - A cleaning product stored under the sink in the program room was accessible to the children in care. *Resolved during the inspection. The manager stated that they were currently providing individual pre-cut paper towels in a basket to the children to dry their hands as the paper towel dispensers in the program room and the washroom used by the children were either broken or jammed.

  • C9.1 - Are there plans and actions in place to ensure medications are stored and administered properly?Non-critical

    Observation. - Ensure that written permission is received from the parent regarding any medication, including "as needed" medication, that may require administration by the staff. This permission to administer medication record must be complete and kept on site at the facility.

    Observation. - Some child records were missing doctor or medical clinic contact information. - Some child records were missing written permission from parents to call for an ambulance. - A written care plan is needed for any child in care who has a life threatening allergy. Licensing and the manager discussed ensuring that detailed information such as dates and times of any minor incidents are included in the minor incident log.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - Licensing observed that a staff file was missing required documents. These documents which include, a resume, evidence of character reference checks, immunization status, criminal record check from the Criminal Records Review Program in Victoria, and validation for the staff ECE certificate from the ECE Registry are required to be complete and kept on site. *Correction date: Oct 20/22. (As an interim corrective measure while waiting for the staff CRC renewal from Victoria, the staff person has completed a RCMP check.)

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - As per the facility evacuation plan, ensure that emergency supplies are in place and in a sufficient amount for the capacity of children in care. The evacuation kit should include, but is not limited to, water, non-perishable food, blankets, flashlight, batteries, activities for the children, etc. *Correction date: Oct 31/22. - Ensure the record of monthly fire drills are displayed in the facility. *Correction date: Oct 13/22. - Ensure that the Active Play/Screen Time policy meets the requirements as listed in the Director of Licensing - Active Play Standards. As well, this policy must be provided to parents of the children in care. *Correction date: Oct 31/22. *It is important to note that the current written outside play policy requires revision as children must have daily play periods outside (at least 30 mins) unless inclement weather makes it unreasonable to do so as per Section 44(3) of the CCLR.

    Observation. - A system for recording minor incidents was needed. *Correction date: Oct 13/22. - Ensure children's records are complete with authorized pick up people, emergency contacts (other than the parents), and a spot for parents to list anyone who is not permitted access to the child. *Correction date: Oct 17/22. - Ensure photos of the children are readily available for emergency purposes both on and off site. *Correction date: Oct 14/22. - Ensure that the children's emergency records include identifying features of the child such as: sex, eye colour, hair colour, skin colour, etc. *Correction date: Oct 14/22. - Ensure that children's records have written permission from parents (signature or initials) in the event an ambulance needs to be called for the child. *Correction date: Oct 14/22.

    Observation. - Licensing observed single use hand towels missing from the washroom used by the children in care. *Correction date: Oct 12/22. - Licensing observed hazardous cleaning products on a low counter and which were accessible to the children in care. *Resolved during the inspection. - First aid kits were available in the facility, however, some of the contents required replacing as they were expired. *Correction date: Oct 14/22.

    Observation. - Safe release policy requires revision to adequately state what will occur should an authorized person arrive to pick up a child but does not appear to be able to provide safe care. - As parents pre-pay for care, a written repayment agreement is needed which states what will happen to parent fees should the facility have to unexpectedly close for a period of time. Licensing reviewed and discussed policies and procedures including the safety protocols in place for Covid-19 with the manager. Licensing and the manager also discussed the latest BCCDC guidelines for child care settings and where to find them. Fire drills were logged and practiced as required.

    Observation. - Ensure the system in place for logging minor incidents is kept on-site at the facility and available for review. Other record keeping practices were reviewed by licensing (i.e. child emergency records, playground maintenance log, attendance records, etc.) and they appeared satisfactory.

  • Has the facility been tested for radon gas?Non-critical

    Observation. A radon gas test kit is required to be deployed in the facility for 90 days over the winter months. Once received, these test results must be forwarded to licensing for review and data entry. It is licensing's expectation that the testing for radon gas will be completed in February 2022.
