    Observation. - There was expired non-perishable food in the evacuation kit. In order to prepare for any emergency, the Licensee must ensure that non-expired, non-perishable food for the children is readily available in the evacuation kit as per the Licensee's evacuation plan. *Correct by: June 17, 2025.* - The fire drill record was not displayed. The record of fire drills is part of the Licensee's fire drill system that has been approved as defined in section 2.8.3 of the BC Fire Code. In order to ensure that fire drills are practiced and recorded monthly as required, the record must be displayed in a prominent place in the facility. *Correct by: June 11, 2025.* - There was no record that the large scale evacuation plan had been practiced at least once in the last year. In order to ensure that each employee has practiced the large scale evacuation plan, at least once each year, the record must be kept up to date. *Correct by: June 27, 2025.*

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - The large scale evacuation plan was not practiced at least once in the last year. In order to ensure that each employee is aware of and understands the Licensee's written emergency plan, and to reduce the risk to children in care during an evacuation, each employee must practice the large scale evacuation plan, at least once each year. *Correct by: June 27, 2025.* Staff files were reviewed and they appeared complete and up to date with the required documents.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - A sample of the children's registration and emergency information records were reviewed. Some emergency information records for the children did not list an emergency contact other than the parents. In the event that the parents of the child cannot be reached, an additional emergency contact must be identified in the child's record. *Correct by: June 17, 2025.* - Care plans for two children in care were reviewed. Both care plans were missing pertinent information such as the dates the care plan was created and reviewed (in order to ensure that at least one review is completed annually), and evidence of who was involved in the creation of the care plan (e.g. signatures of parent, etc.). *Correct by: June 17, 2025.* Other records such as the daily attendance records, minor incident log, daily outdoor play space inspection log, etc. were also reviewed and they were complete and up to date.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - Expired antiseptic wipes for wound care were found in the first aid kits that are used both on and off site. In order to provide adequate first aid to the children in care when needed, and to help prevent possible infection, non-expired supplies must be readily available. *Correct by: June 17, 2025.*

    Observation. Students are released at 2.30pm, if children have not arrived by 2.45pm employees start seeking their location. On the day of the inspection an employee did not seek the location of a child until 2.55pm. Therefore employees are not implementing the Licensee's policies.

    Observation. - During the inspection, no staff records were available on site to review for the two substitute staff who were working with the children. As a result, Licensing could not verify if these 2 sub staff met the requirements to qualify as responsible adults. *Unresolved.

    Observation. - During the inspection and according to the daily attendance sheet, 15 children were in care with 2 substitute staff present (4 children were picked up during the inspection). A third employee of the licensee was also on site during the inspection as the manager was away on vacation. Since Licensing could not review records to verify the qualifications of the 2 staff present, Licensing could not confirm if the required responsible adult staff to child ratio was being met. *Unresolved.

    Observation. - Monthly fire drills were not recorded as required. *Unresolved. - No record of the annual large scale evacuation practices were available to review. *Unresolved. The emergency supplies in the evacuation kit were adequate. - Resolved.

    Observation. - The records referred to in Sections 56 to 58 of the Child Care Licensing Regulation must be kept on site at the facility and be produced on demand to Licensing. *Unresolved. Children's records appeared complete with the required information. - Resolved. An adequate system for logging minor incidents appeared to be in place. Records of minor incidents were on site and available for review by Licensing. - Resolved.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - Licensing observed broken debris in the back storage room which was found to be unlocked and accessible to the children. While there was a sign on this storage area door that instructs the children to ask a staff person first before entering the room, Licensing observed children enter this area on their own without asking staff on 2 separate occasions. *Unresolved. - Licensing observed a large sharp knife accessible to the children on the kitchen counter. - Resolved during the inspection. The fridge, which stores the children's snack food, appeared clean. - Resolved.

    Observation. - A staff file, for one of the staff who regularly works in the program, was available on site for review. This file, however, was missing evidence of character reference checks. *Unresolved.

    Observation. - Licensing was not notified of a change in manager as required. - *This contravention was also noted on the last routine inspection report dated January 15, 2021. - The name of the manager was not posted in the facility as required. - The licence was not on site and posted in the facility as required. - *Resolved during the inspection as the licence was brought to the facility while the Licensing Officer was present.

    Observation. - No records were available on site to review for the second staff person who was working with the children, including evidence of training. When asked by Licensing, this staff person confirmed that they had not yet completed their 20 hrs of training to qualify as a responsible adult as required by Section 29(c) of the Child Care Licensing Regulation. *This contravention was also noted on the last routine inspection report dated January 15, 2021.

    Observation. - At the start of the inspection, 17 children were in care with 2 staff present. A third employee of the Licensee arrived during the inspection to speak with the manager and to bring some documents, such as the licence, to the facility. Since Licensing could not review records to verify the qualifications of one of the staff present, Licensing could not confirm if the required responsible adult staff to child ratio was being met.

    Observation. - A staff file was missing evidence of character reference checks. -*This staff file was not on site when the Licensing Officer arrived, however, the file was brought to the facility during the inspection.

A consistent approach to recording minor incidents is needed. The facility "binder" which contained the minor incident sheets for staff to complete was not on site when Licensing arrived, however, the binder was brought to the facility during the inspection.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - Licensing observed broken debris in the back storage room which was found to be unlocked and accessible to the children. - Licensing observed hazardous objects and products, including sharp knives and cleaning products, accessible to the children in the kitchen. - The fridge, which stores the children's snack food, required cleaning. The fridge showed an acceptable temperature to prevent food borne illness (no more than 4C) during the inspection. The hot water measured by Licensing was at an acceptable level (no more than 49C) during the inspection.
