Observation. C3.1I - Evidence of immunization status was missing in one employee record. C3.1K - The facility's monthly fire drill record was unable to be located during the inspection. C3.1L - The Licensee did not have evidence to confirm that all employees have practiced implementing the facility's emergency plan at least once each year.

Observation. C4.1E - Some children's records were missing enrollment and withdrawal dates. C4.1F - Children's records were missing consent from a parent to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. 1) It was alleged that there are open burning candles, instant pots and stoves/ovens on within reach of children. UNABLE TO SUBSTANTIATE - At the time of inspection no candles were observed in child care rooms. Instant Pots were observed on counters and stoves/ovens were observed in program rooms but were not turned on. The manager stated these areas are supervised when in use. It is recommended the manager review how these appliance are used with employees to ensure they are inaccessible to children when in use. 2) It was alleged that the preschool is cooking bread, rice and porridge, however no information was provided to describe why this is a concern. UNABLE TO SUBSTANTIATE - These foods are considered low risk and would not require a Food Permit. Leftovers are to be discarded. 3) It was alleged that one of the classrooms in the back building smells damp and may have mold. UNABLE TO SUBSTANTIATE - At the time of inspection no odors were detected and no moisture or mold was observed in the room. The Licensee had a flood last year and a professional restoration company remediated the damaged areas. 4) It was alleged that one classroom has a cracked window and the play structure/loft has sharp edges. SUBSTANTIATED - A replacement window has been ordered for installation in 2 weeks. The loft in the play structure has been made inaccessible to children, however the wood construction of the structure has sharp edges and has openings that are between 3.5" - 9" that present a potential entrapment hazard. These areas are to be made inaccessible until corrections are made to ensure safety. 5) It was alleged that both child care playgrounds have hazards present. SUBSTANTIATED - Playground at side building: Resilient surfacing was not sufficient a sufficient depth under swings and slides. Sharp nails and screws have popped out of some of the wooden structures. The slide structure is unstable, end posts are sharp with broken wood, a hand rail poses a pinch hazard, round wooden posts have sharp splinters on the top. A small tree stump in the play area poses a tripping hazard. The storage shed is locked but the doors are uneven and can be pulled or pushed posing a pinching hazard. A sharp nail at the top of the treehouse is within children's reach. Main playground: Resilient surfacing was not sufficient a sufficient depth under swings and slides. A stump placed over an irrigation trench beside the sandbox is unstable posing a fall risk. The gate latch is loose posing a pinch hazard, the wooden picnic table has screws protruding, the picnic table top is unstable posing a pinch hazard. The large play structure has a splintered railing and a missing picket with an opening between 3.5" - 9" posing an entrapment hazard. Note: The large 'school playground' is not approved for use by the Licensed child care programs.

- C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical
Observation. The Licensee has applied for an amendment to increase the facility's capacity by opening an additional room that will offer a morning Preschool program and an afternoon Group Child Care 30 months to School Age program. The facility's floor plan is currently being reviewed and the manager is in the process of submitting the remaining documentation, including a washroom supervision plan for the amendment. During the inspection, it became apparent that the existing preschool program is already using the room due to a flood that occurred in January without notification to Licensing. A notification (Schedule B- Floor plan change) was required prior to moving into the new space, however once the amendment is approved, this contravention will be resolved.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. A review of facility procedures indicates that the Licensee's Active Play and Screen Use practices meet requirements, however a written policy must be developed as per The Director of Licensing Standard of Practice - Active Play. All other policies and procedures appear to be in place.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. One employee file has an RCMP Criminal Record Check (CRC) in place as a temporary measure while the employees CRC is being processed by the Ministry's Criminal Records Review Program. An immediate health and safety plan is required to mitigate any risk until the employee has obtained the proper Criminal Record Check. Some employee files were also missing character references as required under Section 19 (1) (b) of the Child Care Licensing Regulation.
