Observation. A health and safety plan was implemented during the modifications to the outdoor play area. Updated site plans have been provided; however, minor revisions are required and will be provided by the licensee contact. The requested updated floor plans reflecting the recent modifications to the indoor space have not yet been received and remain outstanding.

Observation. The outdoor play area is currently under construction and not in use by children. Licensing was notified of the construction after the work began on May 11, 2026. At this time, Licensing is unable to assess whether the modified space will continue to meet the applicable health, safety, supervision and licensing requirements. Significant playground alterations may introduce risks related to injury prevention, fencing, surfacing and overall safe use of the outdoor play space. Updated site plans are required for review by May 24, 2026. Prior to children using the outdoor play space a Licensing inspection is required. Outdoor playgound renovations are underway within the outdoor play space, including the presence of construction equipment, materials and active work areas. Provide a health and safety plan outlining the measures that are implemented to ensure children safety during the construction. The plan should include details regarding supervision, restricted access to construction areas, separation barrier/fencing, equipment and material storage, contractors’ safety procedures, and how children are being protected from potential hazards while construction is undergoing. Provide the plan by May 22, 2026. Alternate outdoor play arrangements have been made, and the licensee has provided an offsite play area plan. Additionally, indoor renovations (adding shelving and counter space) have been completed without notification. These types of renovations may effect the usable floor space. Provide and updated floor plan for review to ensure the space requirements are still being met.

Observation. There is a child in care who does not have a care plan in place. Submit to licensing on or before 11-Mar-2024, a detailed written plan which addresses (1) How you have corrected this contravention and (2) The systems you have implemented for ongoing monitoring of each identified contravention, thus ensuring sustained compliance at all times.

Observation. There are cords along the baseboards and running up the wall in the Group Child Care 30 Months to School Age room that are loose and could pose as an hazard. Submit to licensing on or before 11-Mar-2024, a detailed written plan which addresses (1) How you have corrected this contravention and (2) The systems you have implemented for ongoing monitoring of each identified contravention, thus ensuring sustained compliance at all times.

Observation. A random selection of the employee records were found to be incomplete. One employee has an RCMP criminal record check which does not meet the legislative requirements. Ensure this person is not onsite or working with the children until a clear criminal record check through the Ministry of Justice is obtained. Another individual is ordinarily present without a facility criminal record check, references, resume etc. . The employee immunization status form used refers to an outdated recommended schedule. Ensure all employee files are complete and up to date prior to employment. Submit to licensing on or before 11-Mar-2024, a detailed written plan which addresses (1) How you have corrected each identified contravention and (2) The systems you have implemented for ongoing monitoring of each identified contravention, thus ensuring sustained compliance at all times.

Observation. The monthly fire drill records are available, however are required to be posted (discussed posting a simplified record that just includes the dates). The detailed record should record/confirm that each employee practices the fire drill system once each month; records reviewed today indicate times when only one or two employees practiced the monthly drill. The evacuation plan is practised at the September staff meeting. Include the date of practice on the posted record. Submit to licensing on or before 31-Mar-2024, a detailed written plan which addresses (1) How you have corrected each identified contravention and (2) The systems you have implemented for ongoing monitoring of each identified contravention, thus ensuring sustained compliance at all times.

Develop and implement a clear system to ensure accurate, up to date children's record that include current photos of the children. Provide to Licensing written evidence of the system and confirmation the children's records are up to date.

Observation. C3.2 A One employee's certification has expired and the renewal process with the Early Childhood Registry has not yet completed. The employee has been working in an educator's position however only qualifies as a responsible adult. The staffing levels must meet the minimal qualifications for each program at all times. Immediate correction to this contravention is required.

Observation. C4.1 H Children move from one program to another and the attendance records (arrival and departure times) are not very clear. C4.1J Children's photos are not all up to date. Develop and implement a clear system to ensure accurate attendance records and up to date, accessible emergency cards (that contain the child's photo)
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. C7.1A Some of the outdoor climbers have been repaired with the attachment of wood boards leading to potential hazards such as head entrapment and/or injury from the sharp edges of the board and zap straps. The outdoor swing frame has matting that is loosely secured which could lead to more injury than just the exposed frame. These issues were reviewed and discussed with the manager today however may not be an issue in a couple of weeks as the outdoor play area is having some equipment and material replaced. The Licensing Officer will assess the proposed changes to the outdoor play area and discuss the issue with the licensee prior to any work being done.
