Observation. - There was no evidence that the ECE certificate for the Manager had been validated by the Licensee. Validating the ECE and ECEA certificates held by the employee's of the Licensee ensures that the certificates have not expired and/or confirms that the person who holds the certificate is not under investigation by the ECE Registry. *Correct by: May 23, 2025.*
- C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical
Observation. - To promote transparency, the name of the manager must be displayed in a prominent place in the facility. *Correct by: May 23, 2025.* The facility licence and the Early Childhood Educator (ECE) and Early Childhood Educator Assistant (ECEA) certificates for the staff were posted in the facility as required.
- C4.1 - Are facility records current and complete?Non-critical
Observation. - A sample of child records were reviewed and some photos of the children were missing. Current photos of the children in care must be readily available in order to identify each child in the event of an emergency. *Correct by: May 28, 2025.* - To reduce the risk of medication errors, ensure that the medication administration record includes the the name of the medication, the applicable illness or diagnosis, the dosage of the medication to be administered, the instructions regarding the date and time the medication is to be administered, and the written permission (i.e. signature) of the parent. *Correct by: May 23, 2023.* The daily attendance records, minor incident log, daily outdoor inspection log, etc. were also reviewed and they were complete and up to date.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. - A criminal record check, from the Criminal Records Review Program (CRRP) in Victoria, for a person employed to work with the children and who was not a volunteer, was not completed by the Licensee. A RCMP check is not accepted for a person who is permitted to have unsupervised access to the children in care and/or who is counted in the staff to child ratio. A person is not allowed to work alone with the children in care without a valid criminal record check from the CRRP. *Correct by: May 23, 2025.* - The Manager stated that the large scale evacuation emergency plan had not been practiced in the last year. Practising the large scale evacuation plan annually ensures that the Licensee's plan minimizes the risk to children during an emergency. *Correct by: June 4, 2025.*

Observation. - As per the emergency evacuation plan for the facility, adequate supplies needed to respond to any emergency (e.g. flashlight, batteries, blankets, hand sanitizer, etc.) were not readily available in the evacuation kit. In addition, some supplies in the first aid kit, to disinfect wounds effectively, were expired. *Correct by: June 4, 2025.* - There was no current record indicating that the large scale evacuation plan had been practiced annually by the staff. *Correct by: June 4, 2025.* - There was no current record indicating that the fire drill system had been practiced by the staff in April 2025. *Correct by: May 23, 2025.*

Observation. A person employed by the Licensee, to work in the position of an ECEA in the Group Child Care (30 months to School Age) program and who is regularly counted in the program staff to child ratio, does not hold an ECEA certificate from the ECE Registry.
- C10.2 - Are children supervised, and are employee to children ratios maintained?Critical
Observation. In the Group Child Care (Under 36 Months) program, the Licensing Officer observed 10 children present with 2 ITE and 1 ECE staff. In the Group Child Care (30 Months to School Age) program, the Licensing Officer observed 18 children present with 2 ECE and 1 responsible adult (RA) staff. The manager confirmed to the Licensing Officer that these 3 staff (2 ECE and 1 RA) work in the Group Child Care (30 Months to School) age program and are counted in the staff to child ratio on a regular basis. - As per Schedule E of the Child Care Licensing Regulation, the minimum staff to child ratio requirement for 17-25 children attending a Group Child Care (30 Months to School Age) program is 1 ECE and 2 ECEA.

Observation. - Ensure that a medical administration permission form has been completed for any children who may need to have an "as needed" medication.

Observation. - Some child emergency records were missing a current photo of the child. * Resolved during the inspection. - Some child records were missing a doctor or medical clinic contact information. - Some arrival times for children in care were missing from the daily attendance record. *Resolved during the inspection. - Ensure that a written care plan has been created, in consultation with the parents, for any child who has a life threatening allergy.

Observation. - The Licensing Officer observed hazardous products accessible to the children in care in various places in the facility such as: vitamins on the kitchen counter in the GCC (30 Mos to SA) room, cleaning products located on a counter next to the children's water bottles in the GCC (Under 36 Mos) room, cleaning products in unlocked cupboards in the main cubby room and in the GCC (Under 36 Mos) kitchen area. Once the Licensing Officer pointed out these hazards to the manager, the products were then made inaccessible to the children in care. *Resolved during the inspection.

Observation. - Based on the information received during this inspection, the Licensing Officer determined that the Licensee advertised to the public that they offered "a licensed Preschool program during the morning". The facility is currently only licensed for 1 Group Child Care (Under 36 Months) program and 1 Group Child Care (30 Months to School Age) program and is not licensed to operate a Preschool program.

Observation. - Based on the information received during this inspection, the Licensing Officer determined that a separate sleeping area located away from any activity area was not provided for children attending the Group Child Care (30 Months to School Age) and who were under the age of 36 months.

Observation. - Based on the information received during this inspection, the Licensing Officer determined that equipment required for changing diapers was not provided in the Group Child Care (30 Months to School Age) program.

Observation. - Based on the information received during this inspection, the Licensing Officer determined that a care plan was required to be created and maintained for a child who met the definition of "child requiring extra support" as per Section 1 "Definitions" of the CCLR.

Observation. - Based on the information received during this complaint follow-up, the Licensing Officer has determined that the Licensee did not ensure that the current policies and procedures specific to toilet training were implemented by employees. In some cases, parents were contacted and requested to come and change/pick up their child; however, this practice was not included in any of the Licensee's toilet training policies.
