- C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical
Observation. The designated licensee contact person has changed without notification to Licensing. Provide written notification of the change to Licensing Direct and include the new licensee contact's name, email address and phone number by July 6, 2026. Notification that another licensed child care facility is using a portion of the outdoor play area during regular hours of operation was not submitted. The Community Care Facility Licence issued under Section 11 (1) of the Community Care and Assisted Living Act specifies the types of care and maximum capacity of children permitted on the premises. Allowing additional children on the premises during regular hours of operation, exceeds the maximum capacity stipulated on the Community Care Facility Licence. This practice compromises child health, safety, permitted ratios, emergency evacuation capabilities, while also increasing liability risks. Provide written confirmation that the facility will not exceed the maximum capacity of children permitted on the premises by July 6, 2026.

Observation. One employee record is missing evidence of immunization and ECE certificate validation. Complete records must be in place prior to the person's employment to verify they meet character and skill requirements. This is noted as a reoccurring contravention from the previous routine inspection. Provide a copy of the missing records by July 6, 2026.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. - A box of plastic bags stored under the washroom sink is accessible to children, increasing the risk of accidental injury. - The ground surface in the infant toddler outdoor play area is uneven and the rubber tiles have shifted and are lifting, posing a trip and fall hazard. This is noted as a reoccurring contravention from two previous routine inspections. - An active population of bees or wasps is identified in the outdoor play area, with insects observed flying low and entering small holes in the ground. Although the facility manager reports no incidents and notes the insects typically retreat when children play, pest control intervention is recommended. This will minimize the risk of defensive stings (e.g., if swatted or stepped on), especially for children with severe allergies. Provide written confirmation and evidence that the physical hazards noted above have been corrected by July 6, 2026.

Observation. One employee file was missing immunization records. The Licensee’s system for ensuring that employee files contain all of the legislated requirements was noted to be ineffective. All staff files were missing validation of certificates through the BC ECE Registry system.

Observation. A system to ensure that the outdoor play space is free from hazards appears to be ineffective. Some of the rubber tiles in the outdoor play area have lifted presenting a potential tripping hazard. Licensing observed some of the shelving in a classroom with splintery edges, posing a risk to the children.

Observation. During the inspection, Licensing noticed that while attending a gradual entry session, a child's attendance was not recorded on the sign in sheet.

Observation. On the previous routine inspection it was noted that the facility had been tested for radon gas, however the Licensee has not submitted radon gas test results as evidence that the facility is in compliance.

Observation. C3.1C - One employee file was missing reference checks. All other employee files appeared complete.

Observation. C2.1F - Employees and the manager confirmed they practice implementing the facility's emergency plan once each year, however a current record of the drill wasn't able to be located at the time of inspection. C2.1N - On the previous routine inspection, the "Director of Licensing Standards of Practice - Active Play" was reviewed with the Licensee to develop an Active Play and Screen Time policy to be shared with staff and parents. To date, the policy is outstanding. Please develop the required policy and submit to Licensing for the facility file.

Observation. A few of the rubber tiles in the outdoor play area have lifted presenting a potential tripping hazard. A gate in the outdoor play area appears to be leaning slightly increasing the gap between the gate and the fence post. Please monitor the condition of the gate to ensure the gap is smaller than 3.5 inches to prevent entrapment.

Observation. A criminal record check for one staff person has been expired since May 2019. The Manager stated consent for a new criminal record check has recently been submitted and results are pending. The Manager stated the employee is not working alone in the program and will obtain a criminal record check from the RCMP until the official criminal record check has been received from the Criminal Records Review Program. All other staff files appeared to contain the required records.
