    Observation. Facility records do not include evidence of verification for an Assistant certificate. The absence of documented verification of an Assistant’s certificate creates uncertainty regarding the staff member’s qualifications and raises potential safety concerns for children. Submit by May 11, 2026 confirmation all employee records have been reviewed and include all required documentation.

  • C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

    Observation. A care plan lists physically moving a child as a potential course of action without including details for staff training or strategies to be used beforehand. This may be considered as a form of physical restraint when not appropriate for the child's age or developmental level. The Manager was instructed to notify staff immediately to ensure they do not lift or remove children from an area or activity unless it is age or developmentally appropriate, or in an emergency where the child or others are in imminent danger. Physically moving a child without proper documentation or guidelines poses a risk of unsafe restraint practices, potential harm, and reduced accountability. Resources for developing care plans, managing challenging behaviors, and the use of restraints have been provided via email. Submit by May 11, 2026, confirmation that the care plan has been revised in consultation with the parent and that all staff have been informed of the changes.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. Facility records identify a previous month at the facility where the required fire drill was not been implemented. A recently hired employee has not received sufficient orientation to the facility’s fire escape and emergency evacuation plan. During a discussion about what the orientation should include, it is also identified that staff have not been trained on the use of fire extinguishers. Inconsistency with conducting regular fire drills and inadequate staff training on emergency procedures create safety risks, potentially leading to confusion, injuries, and unsafe responses during emergencies. Submit by May 11, 2026 confirmation all staff have been trained in the implementation of emergency plans, including the use of any equipment and that you will ensure fire drills are implemented monthly with all staff participating.

    Observation. A care plan review shows that any behavioral guidance given to the child and its effects is not being recorded. Not recording behavioral guidance and its effects risks inconsistent support, poor monitoring of the child's progress, and compromised safety and communication among staff.     Observation. During today's inspection the Licensing Officer tested the temperature of the hot water from the sink in the designated nap room and discovered it exceeded 49 degrees Celsius. This is the only tap without a hot water regulator located within the program areas. Water temperatures exceeding 49 degrees Celsius can result in severe injury to a child. The Site Manager was made aware of the risk at the time. Submit to Licensing by the requested follow-up date the facility's corrective actions.

    Observation. During today's inspection Licensing observed facility flooring and cabinets present in the room designated to the Group Child Care 30 Months to School Age program to be in disrepair. The tile flooring has separated presenting a challenge for keeping floors clean. The carpet has begun disintegrating; presenting tripping hazards. Cabinetry for a sink located in the program area is showing damage on the edges due to age. The issues were discussed with the Manager at the time of inspection and the Manager stated there are plans to replace the flooring in the near future with other updates such as new paint for the walls. To temporarily address risks, tape is being used to address any areas where carpet is coming apart. Submit to Licensing confirmation of the completed repairs by the follow up date requested.

    Observation. Licensing reviewed care plan processes and requirements with the Manager and staff. It was determined that care plans are required for some children attending that are being provided with extra support. Please submit to Licensing by January 3, 2022 confirmation all required care plans for children attending are complete and being implemented. During today's inspection, Licensing was made aware of an incident for a service delivery problem that occurred previously at the facility and was not reported to Licensing. Submit to Licensing by November 21, 2022 an incident report regarding the service delivery problem and a written plan detailing how the Licensee has revised the current system for reporting to ensure knowledge and familiarity with the applicable legislation, definition of reportable topics, and that compliance is maintained.

    Observation. During the inspection, Licensing reviewed measurements for the proposed renovations to the outdoor play area located on site. During the review it became apparent to Licensing the current space allows for 20 children; however, the current capacity for the Group 30 Months to School Age program is 23. Licensing provided a copy of the confirmed measurements to the Manager via email. The follow up date provided is for the Licensee to submit to Licensing a plan for corrective measures. The Licensee may propose a revised outdoor play area with new measurements that ensures enough space for 23 children. The Licensee may choose instead to decrease the capacity for the Group 30 Months to School Age program. To give the Licensee time to do this without inconveniencing families; the Licensee may chose to submit to Licensing an exemption request to CCLR section 16 (1)(a) until a change in capacity may occur without inconveniencing families. Licensing reviewed the requirement for equipment that will provide shade and shelter in the outdoor play area through the different seasons.

    Observation. Licensing observed the sandbox area to be in poor maintenance. The tarp being used is deteriorating and the sand is not being covered after use. Licensing reviewed with the Manager at the time of inspection. Licensing acknowledges the Licensee may be applying for funding to replace outdoor play area equipment and materials. The Manager stated during the inspection that the sandbox will be out of bounds for children until a cover is in place. Based on this statement and that the area is about to be done completely, Licensing considered this corrected during the inspection.

    Observation. During today's inspection Licensing reviewed the emergency evacuation plan for the facility. It was determined incomplete and requires updating. The Manager was provided resources via email.

    Observation. During today's inspection, Licensing reviewed the designated outdoor space for the Group Child Care 30 Months to School Age program. Some of the ground and rubber tile surfacing is extremely uneven and presents tripping hazards. In addition the cement pathway that runs through the area has large cracks present. A wooden play house is present and showing signs of deterioration. The hazards observed in this area present an increased risk to the health and safety of the children. There is temporary seasonal equipment used to shade one area of the space; however, it only covers a very small area. Licensing discussed with the Manager and staff to review the Director of Licensing Standard of Practice for Safe Play Space in regards to adequate spacing of equipment, any required ground surfacing, as well as to review if a new onsite outdoor play area is proposed. The Manager and Licensee were provided with the Ministry website link for maintenance and emergency funding via email as Licensing acknowledges the Licensee may apply for funding to assist financially in the development of a new onsite play area or to address the current hazards and to replace aged equipment in the current outdoor play space. The date given for follow up is for the Licensee or Manager to submit to Licensing for review a health and safety plan regarding how outdoor activities will be implemented temporarily until the issues are resolved.
