• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. Children waiting for pick-up are engaging in LEGO in an open area next to the parking lot that is not properly enclosed. Additionally, one of the outdoor play spaces has climbing equipment that lacks sufficient clearance around it. The inadequate enclosure and limited clearance around play equipment create safety hazards, raising the risk of children wandering off or sustaining injuries during play and waiting periods. Education and guidance were offered on the Director of Licensing Standard of Practice (DOLSOP) for Safe Play Space, including the requirements for play space enclosures and fall zones for climbing equipment. A website link to the DOLSOP was also provided via email. Submit confirmation by April 20, 2026, verifying that children waiting for pickup outside are not playing in inadequately enclosed areas and that appropriate safety measures addressing this issue have been promptly implemented. Additionally, submit by May 4, 2026, that all climbing equipment in outdoor play areas have been reviewed for sufficient fall zones and that any necessary corrective actions to ensure safety have been implemented.

  Observation. Child records did not include each child's enrollment date and a space to record their last day attending.

• C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

  Observation. The complaint information received alleges two 5 year old children in the school age program wandered away from the designated pick up area at the school and walked to one of the children's home. Based on the information gathered by Licensing, which includes facility documentation, the submitted incident report and discussions with the facility manager, the Licensing Officer determined that the allegation is substantiated.

  Observation. On review of child records, record of any person who is not permitted access to the child was missing. Licensee to update current records and template forms to be used to include the required information. Submit confirmation the non compliance has been addressed by the follow up date requested.

  Observation. Licensing observed an electrical outlet not covered. The Licensee was informed during the inspection and covered the outlet with a plug cover; therefore, corrected during the inspection. No further action is required.

• C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

  Observation. It was alleged that, on multiple occasions, one of the programs at the facility exceeded the maximum allowable capacity. As a result of follow up it was determined that this did occur. This allegation is substantiated.

• C3.2 - Are persons qualified and appropriately replaced?Critical

  Observation. Unrelated to the complaint, it was discovered during follow up that the facility manager who is on leave has not been replaced. This has been identified as an issue of non compliance.
