    Observation. One employee file does not contain character references. It is required that references to be completed prior to employment. Submit a compliance plan to address this issue on or before January 21, 2026. The facility emergency plan was not practiced by employees in 2025. It is important that all employees practice this plan at least once per year to ensure safety of children in an emergency. Submit a compliance plan to address this issue on or before January 21, 2026.

    Observation. The facility does not have a system for logging minor accidents, illnesses and unexpected events. It is important for employees to have a consistent way to document these types of incidents. Submit a compliance plan to address this issue on or before January 21, 2026. Three child records do not contain medical practitioner information and two do not contain emergency contacts. All child records must contain this information in case of emergency. Submit a compliance plan to address this issue on or before January 21, 2026. Care plans are not reviewed yearly. It is important that all care plans are reviewed a least once per year to ensure that the information is up to date and relevant so that children receive adequate and appropriate care. This is important to ensure and demonstrate that care plans are being followed. This also helps with enhancing care plans as needed over time.     Observation. It was alleged that while the furnace was not operational, the temperature in the facility was not being maintained at a safe level for children. Follow up to this complaint included an on site inspection, and discussion with the Licensee. As a result of discussions with the licensee it was determined that some children kept warm clothing on, such as sweaters, due to slightly reduced temperatures when the issue was first noticed. Space heaters were implemented within two hours to ensure temperatures were comfortable. Also, only two of four classrooms were affected by the furnace outage, with the two other classrooms still producing heat into the facility as normal. As a result of facility inspection on November 27, 2025, it was determined that the temperature in the facility was comfortable for children to carry out daily routines safely. This allegation is unsubstantiated. It was alleged that space heaters present in the classroom may present a risk to children's safety. Follow up to this complaint included an on site inspection, and discussion with the Licensee. As a result of facility inspection it was determined that two space heaters located in classrooms were accessible to children, creating a risk of injury. This allegation is substantiated. This issue was corrected during inspection, therefore no further action is required.

One employee did not have a valid criminal record check on file. A safety plan has been put in place regarding this issue. Employees have not practiced implementing the facilities emergency plan. The licensee has not verified certificates of educators and assistants using the ECE Registry system as per section 19(4)(a)
