Corrective action. Corrected during inspection

A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.

Observation. Licensee did not notify the licensing officer within 24 hours that a child was involved in or may have been involved in a reportable incident as described in Schedule H as required.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The following was observed: - The electrical outlets in both Hall A and Lower Multi Purpose room were not covered by child proof devices. - The children have been routinely washing their hands proof to snack time in the commercial kitchen sink located next to the Lower Multi Purpose room. This room has not been inspected or approved for use by children for hand washing. It has equipment that over 4 feet tall that is not fixed to the wall as well as cupboards that are accessible to children with contents that may not be appropriate for children. A commercial gas stove is also located in this room and has not been fitted with child proof modifications. Staff also store their personal bags and backpacks on a table that is at child level. This door to the kitchen is propped open during the preschool session for access as needed.

Corrective action. Ensure the children do not have access to the commercial kitchen unless child proof modifications have been put in place and all equipment over 4 feet has been secured.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. A review of children's files found that two children with allergies and one child with asthma, all requiring medication, did not have care plan in place to direct staff regarding the courses of action recommended by health care professionals.

Corrective action. Develop care plans where required

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. A review of children's files found that 2 children requiring extra support did not have a care plan developed

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. A review of children's files, found that one child's file could not be located on site during time of inspection. Staff identified that it was taken to an office area the week prior when the child's parent was called to pick them up from class. The emergency contact information for the child was available but not the facility file.

Corrective action. Ensure all children's file are kept in a single place at the facility

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. A review of four staff files found that one was missing validation of their ECE certificate

Corrective action. Ensure there is a system in place to validate all new and renewed ECE certificates kept in staff files

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Four staff files were reviewed and one was found to have an expired Criminal Record Check. Staff verified that the criminal record check had been submitted to the review program but results have not been returned.

Corrective action. A system must be in place to ensure Criminal Record Results are received prior to the expiry of the current check on file.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. A random selection of children's files were reviewed. Out of the 9 reviewed, 1 file did not contain information for a medical practioner.

Corrective action. Ensure a record showing the name and phone number of a medical practioner is on file.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. A random selection of children's files were reviewed. Out of the 9 reviewed, 1 file did not contain a child's immunization status.

Corrective action. Ensure a record show the child's immunization status is on file.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. A random selection of staff files were reviewed. Out of the 9 reviewed, 4 files did not contain a validation for their ECEA or ECE certificate.

Corrective action. Ensure staff who hold an educator or assistant certificate, have their certificate validated through the system maintained by the ECE registry.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. A random selection of staff files were reviewed. Out of the 9 reviewed, Licensing could not confirm the expiry of 2 staff criminal record checks. The information provided by the facility's HR department was missing an expiry date.

Corrective action. Ensure staff hold a current and valid criminal record check.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Licensing observed the name of the manager was not posted.

Corrective action. Ensure the name of the manager is displayed in a prominent place in the community care facility.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. A random selection of children's files were reviewed. Out of the 4 reviewed, 2 were missing the information of a medical practioner.

Corrective action. Ensure a record indicating the name and telephone number of a medical practioner is on file.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Licensing observed 16 children in attendance and only 15 children signed in

Corrective action. A staff member confirmed a child arived late and was not signed in as yet.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. During review of children's files, it was found that a child was identified with an allergy requiring administration of medication but did not have a care plan in place..

Corrective action. Ensure each child requiring extra support has a current care plan showing the courses of action recommended by health care professionals and parents.
