A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the fridge temperature is 11 degrees celcius. Children's food and milk is stored in the fridge.
Corrective action. Ensure the fridge temperature is between 0-4 degrees celsius for proper food storage and prevention of bacteria to grow.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. The name of the Manager is not posted.
Corrective action. Ensure the name of the Manager is posted in a prominent place.
10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed expired food in the emergency supplies. There is also insufficient supplies to implement the emergency plan.
Corrective action. Ensure there is sufficient emergency supplies to mitigate and respond to an emergency

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): A random selection of childrens files were reviewed. Out of the 4 reviewed: - 1 file did not contain the enrollment date. A staff corrected this on site.
Corrective action. Ensure all children's files have a date of enrollment recorded
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. A selection of staff files were reviewed. Out of the 6 reviewed: - 2 files did not have a record of the person's work history.
Corrective action. Ensure there is a resume on file for all staff.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. A selection of staff files were reviewed. Out of the 6 reviewed: - 5 files did not contain validation of the staffs ECE certificate.
Corrective action. Ensure all staff holding an ECEA or ECE certificate have their certificate verified by the ECE Registry.

A licensee must not continue to employ a person in a community care facility unless the licensee has evidence that the person continues to comply with the Province's immunization and tuberculosis control programs.
Observation. A selection of staff files were reviewed, out of the 6 reviewed: - 2 files did not contain staffs immunization status
Corrective action. Ensure all staff have upto date immunization records on file.
12170 - CCLR s.21(1) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. A selection of staff files were reviewed, out of the 6 reviewed: - 1 staff does not hold the First Aid and CPR certificate requirements of Schedule C. - 1 file did not contain any first aid or CPR certificate.
Corrective action. Ensure staff have a current and valid first aid and CPR certificate as per Schedule C.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. A selection of staff files were reviewed. Out of the 6 reviewed: - 5 files had no references - 1 file did not have verified references.
Corrective action. Ensure all staff files have character references in respect of the individual. All references need to be verified by the Manager.
