A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed Lysol toilet bowl cleaner, Fantastik and large garbage bags accessible to the children in an unlocked cupboard in the children's bathroom.

Corrective action. Ensure hazardous substances and objects are not accessible to the children.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. A care plan was not reviewed annually with the parent or any person requested to by the parent.

Corrective action. Ensure care plans are reviewed annually.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. A random selection of staff files were reviewed, out of the 3 reviewed: - 1 file did not contain a validated certificate.

Corrective action. Ensure staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee is satisfied, based on the information available to the licensee under subsection (1) and the licensee's or, in the case of an employee who is not the manager, the manager's own observations on meeting the person, that the person (a) is of good character.

Observation. A random selection of staff files were reviewed, out of the 3 reviewed: - 1 file did not contain verified references.

Corrective action. Ensure staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. A random selection of staff files were reviewed. Out of the 3 reviewed: - 1 file did not contain immunization status

Corrective action. Ensure staff files are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed a rubber playground tile loose and part of that tile is pushed further down into the ground creating a tripping hazard. The Manager has informed the Licensee and a contractor is in the process to fix this.

Corrective action. Ensure the playground tiles are replaced and no longer a hazard.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. A selection of children's files were reviewed, out of the 7 reviewed, 1 file did not contain an enrolment date.

Corrective action. Ensure children's files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. A selection of staff files were reviewed, out of the 3 reviewed, 1 file contained an expired criminal record check. The Manager said steps have been taken to address this.

Corrective action. Ensure staff files are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. LO observed and discussed the following with the Manager: Outdoor Play Area: A missing fence (approximately 5ft x 6ft). Currently this area is enclosed by approximately 4ft height chicken wire mesh and orange plastic safety fence. This is temporary barrier/fence and should be replaced with a permanent fixture.

Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. A selection of staff files were reviewed. Out of the 4 reviewed, 1 file contained references however they were not checked to ensure the individual is of good character.

Corrective action. Ensure character references have been checked to ensure the individual is of good character.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. A selection of staff files were reviewed. Out of the 4 reviewed, 1 file did not contain a site specific criminal record check.

Corrective action. Ensure criminal record checks are site specific.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection the licensing observed the following: - Three light poles were protected by a wire mesh which was torn and has come apart from the wooden fixture. The mesh was sharp and rusted in places presenting a hazard to young children. - A hole approximately 8 inches by 8 inches and 4 inches deep beside a tree in the play area presented a tripping hazard. - A watering hose at the back of the playground presented a tripping hazard.

Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. During the inspection it was noted that the Active Play and Screen Time policies were not in place. When asked about the policies, the manager was able to verbally state what the policies were but she was not aware of where she might find such policy at the facility.

Corrective action. Please ensure the Active Play and Screen Policy is available to staff and parents.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. Licensing noted 1 staff certificate not posted.

Corrective action. Please ensure a copy of staff's certificate is displayed in a prominent place in the community care facility.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. Licensing noted the Licensee contact did not have any records on site for review. The Licensee contact was in ratio a few times in this month.

Corrective action. Please ensure records referred to in sections 56 to 58 are on site for all employees.

Observation. A selection of staff files reviewed. Out of the 3 reviewed 2 staff did not have a criminal record check. The Licensee contact stated CRC's have been completed for the staff, they are just not at the facility. A copy will be emailed to Licensing by the end of the day.

Corrective action. Please ensure a criminal record check is on file for all employees.

Observation. A selection of staff files were reviewed, out of the 3 reviewed 1 did not have a validation.

Corrective action. Please ensure staff certificates are verified by the licensee using a system established and maintained by the director of the early childhood educator registry.
