Observation. It was alleged that children are not being offered daily outdoor play periods in the Group Child Care (30 months to school age) programs. It was confirmed by employees that children are not offered daily outdoor play periods. It was disclosed that children are on average going outside to play 3-4 times per week and the previous week children were outside 2 times. It is the responsibility of the Licensee to provide each child with daily outdoor play periods for their health and development. Substantiated. Submit a response by February 12, 2026 that outlines how the requirement for outdoor play will be met offsite daily. It was discovered in relation to the complaint that children in one Group Child Care (30 months to school age) program had watched a one hour movie as a special activity. It was disclosed that movies are not regularly watched at the facility. All licensed child care programs are required to limit screen time to 30 minutes or less per day for the health and development of children in care. Submit a response by February 12, 2026 that outlines how screen time will be monitored as required.

Observation. In the Group Child Care (30 months to School Age) programs the staffing schedule does not meet the requirements as per Schedule E of the Child Care Licensing Regulation (CCLR). An Early Childhood Educator Assistant (ECEA) is left alone with the children at the beginning and end of the day when an Early Childhood Educator (ECE) is required. A Licensee must ensure that children are supervised by qualified employees to meet the needs of the child. A response is required by October 23, 2025 to outline how employee schedules will meet Schedule E of the CCLR.

Observation. The bedding used for rest time in one Group Child Care (30 Months to School Age) program is being stored in a manner where one child's blankets and sheets are in contact with another child's bedding. Bedding used for rest time needs to be stored individually to prevent the spread off illness and maintain the health and safety of children in care. A response is required by October 23, 2025 that outlines how the risk has been mitigated.

Observation. Lead in water test results for the facility have not been received to date. The Licensee confirmed testing is underway for the facility. Testing is required for all facilities to test levels of lead in the water. Submit test results for lead in water when received.

Observation. The container in the washroom where the soiled diapers are disposed is not covered. A covered container is required for soiled clothing and disposable diapers. Outline the system developed to ensure diapers are disposed of as required. It was disclosed during inspection that pull ups are being put on children in the coat room for children who require one for rest time. Putting a pull up on a child is considered a part of toileting. In order to teach and maintain the health and hygiene for the child any toileting activities must occur in the washroom. Outline the system developed to ensure toilet training and diaper changes are occurring in the washroom to practice the rules of health and hygiene.

Observation. The emergency plan has not been practiced by all staff in the past year. Each employee is required to practice implementing the emergency plan at least once per year. Outline the system developed to ensure emergency plans are implemented and documented at least once per year.

Observation. It was observed during nap time the children in the designated sleeping area were not supervised. The designated nap area is within the room and is closed off with tall dividers that does not allow supervision without an adult in the immediate area.

Observation. Staff files are missing a record of the person's work history, ECE/ECEA certificate validation and information pertaining to the staff character references.
