Observation. An emergency plan exists, however there is no evidence of the plan having been practiced within the past year. Preparation for emergencies requires practicing and recording the plan. A system for annually practicing and recording the emergency plan is required.

Observation. One staff file was missing the criminal record check result and a statement of immunization status. These documents are required to be kept onsite. A system for ensuring staff files are complete is required.

Observation. Several children's records were missing an indication of the immunization status of the child. Immunizations are not mandatory in BC, however it is required that licensed child care operators have confirmation of whether a child is immunized or not. A system for recording each child's immunization status is required. One child's record was missing their personal health number. This is required information. A method of ensuring that children's records are complete prior to their entry into the program is required. Staff reported that daily inspections of the outdoor play space are conducted, however recording of these inspections hasn't been completed since September. A method of ensuring that all play space inspections are documented is required.

Observation. Staff files are missing immunization information. A method of collecting required immunization information for employees is required. Documentation exists that indicates one employee has practiced implementing the fire drill system. Monthly fire drills, and annual emergency plan practice must be practiced by all employees. Character references of employees have been checked, however documentation of those reference checks has not been kept. An indication of references having been checked is required.

Observation. Some children's files were observed to be missing the names and contact numbers of emergency contacts other than the parents. A method for ensuring that children's records contain all required information is required. Attendance records are generally complete, however times of departure were observed to be missing for two random days. Attendance records must indicate times of arrival, departure and absence.

Observation. A radon detector was deployed in the facility, however it was not one that produces the results that are required by the Licensing Program. An approved radon detector is required to be deployed over the fall/winter months.

Observation. Staff Criminal Record Check (CRC) results that are on file are valid, but are not addressed to this facility. CRCs specific to this facility are required. Manager's First Aid Certificate recently expired. Licensing Officer has accepted the manager's plan to renew the certificate at the next available course in 2 weeks, and to notify the parents of the expiration.

Observation. A review of the staffing files found that the Criminal Record Checks addressed to the facility or Society were not on file. Manager was able to find an electronic copy, however it is addressed to a tertiary institution.

Observation. This is outstanding from the inspection conducted on 19th October 2021. Manager confirmed that the lead in drinking water test has been ordered.

Observation. Observations: Licence, ECE and Assistant Certificates posted, no changes to the structure or operation of the facility. Contravention: Manager name needs to be posted in a prominent location.

Observation. Observations : Written policies and procedures in place and available for staff to review. Contravention: Fire Drill was missed once out of the past 6 months.

Observation. Staff files were reviewed, the Manager's file is missing one reference. Both staff files have CRC's addressed to an Educational Institution. The result letters need to be addressed to the facility. The second staff's file has reference telephone numbers however evidence the references were checked is missing from the staff file. The Manager confirmed certificates were validated. Evidence of the validation is missing. The previous manager continues to be employed at the facility. The staff file needs to remain on site.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. To the left of the dishwasher is a cupboard. On the top shelf of the cupboard is a mouse trap and on the bottom shelf are two large jugs that supply liquids to the dishwasher via plastic tubing through the open jug top. The jugs are labelled keep out of reach of children. A child could reach in and tip the bottle over, spilling the liquid.

Observation. Manager indicated that the Radon test was sent away to the lab, however results have not yet been received.

Observation. Children's emergency cards were reviewed. Missing from some children's records are a Doctors name and/or phone number, Immunization status or permission to call a medical practitioner or ambulance. Daily play space inspections are recorded on the attendance sheet. There is a space for a check mark for monthly inspections. Occasionally the monthly inspection check is missing. The Manager confirmed the inspection occurred.

Observation. A review of attendance records indicated on several days there were three children under the age of three in attendance.
- Has the drinking water for the facility been tested for lead content?Critical
Observation. It is a requirement that drinking water is tested for lead. Please contact the Nelson Health Centre at 250 505 7200, option 3 - Health protection to obtain a sample bottle to test for lead. This was discussed during the application phase and needs to be completed as soon as possible.

Observation. Observations: Log of minor injuries/incidents unexpected events updated regularly, play space inspections recorded appropriately, children's arrival and departure times consistently recorded, reportable incident reported and mitigated appropriately Contravention: A review of children's records found four missing MSP numbers.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. The hot water in the bathroom that the children use exceeds 49°C. - Resolve by 20th October 2021 The resilient surfacing between the swings and the play structure is quite deep. The fall zones beside the top of the slide, climbing ladder and fire pole have less than 2" of resilient surfacing. The surfacing needs to be redistributed to areas that require more surfacing. The Manager stated that they have additional pea gravel on order. There are large loose lumber parts that were within 6' of the climbing structure.

Observation. All child care facilities in the Interior Health Authority must be tested for Radon. It is a requirement that this will be completed prior to the end of the first year of operations. A 91 day test must be conducted and the results sent to licensingdirect@interiorhealth.ca.
