  Observation. The wooden hand railing on the bottom end of the wheelchair ramp is loose from the ground and the rest of the rail system, making it unstable. Equipment must be sturdy to ensure the safety of the children. Inform licensing by November 13, 2025 how the railing has been stabilized. A cupboard under a sink was unlocked and contained a cleaning product accessible to the children. Hazardous substances such as cleaning products must be kept inaccessible at all times for the health and safety of children in care. This contravention was corrected during the inspection.

  Observation. While cross-referencing children's dates of birth with the attendance list, the Licensing Officer observed that four of the eight children present in the Group Child Care 30 months to school-age program were under the age of 36 months. This item was corrected during the inspection.

  Observation. The licensee continually informs licensing of significant changes to the structure and operation of the facility, however one assistant's certificate had not been posted in a prominent location. This was corrected during the inspection.

  Observation. New toilets have been installed in the space. Due to the proximity of the play space to the toilets, the toilets require lids that can close in order to reduce the spread of germs.

  Observation. It was alleged that parts of the facility are not clean and are in poor repair. This allegation is substantiated. The Manager reports that systems are in place to ensure a clean facility, however the current systems appear to be ineffective. During an inspection of the main building, the Licensing Officer observed stains on the floors in the bathrooms, stains in and around the toilets and sinks, stains on the wall behind the diaper disposal in the infant/toddler bathroom, dirt under the change mat in the infant/toddler bathroom, and stains on the walls, interior gates and baseboards. The Licensing Officer also observed that the walls are discoloured near the door knobs and light switches, where the Manager reported that a bleach solution is used for cleaning. Paint was observed to be chipping off of some parts of the walls and gates. A system for consistently maintaining an environment that is clean and in good repair is required.

  Observation. Upon inspection of a random sampling of employee records, one employee's current ECE certificate was found to be missing. The expired certificate and validation of the current certificate were onsite, however the certificate itself must be posted.

• C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

  Observation. When exiting the proposed new space, the divider that separates the two Multi-Age programs was missing. Licensee contact and Manager brought this to staff's attention and the shelving was placed to create two groups. As this was corrected prior to the FLO's departure, this contravention is considered resolved.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. The existing School Age/ Preschool program uses dedicated toilets and washbasins that are located in the main building. The amendment for this building occurred in 2010 with an approved exemption. Appropriate information was provided to support the exemption at the time of the 2010 amendment. It is a requirement that this exemption be applied for on a yearly basis. At this time there is no exemption in place.
