    Observation. Diapers were observed discarded into a bin in the washroom. The bin does not have a cover, leaving the contents accessible to the children. A covered container for soiled clothing is required to maintain the health and safety of children while in care. A response is required by March 19, 2026 to identify how the risk has been mitigated.

    Observation. The Radon test has been conducted for the facility. The Licensee is awaiting the results of the test. Exposure to high levels of Radon gas is harmful to human health and is the number one cause of lung cancer in non-smokers.

  • C6.1 - Are acceptable hygiene practices maintained?Non-critical

    Observation. One disposable diaper and one disposable pull-up were observed on a shelf above the toilet. It was disclosed by the Licensee that the diapers will be reused again later in the day for both of the children as they were worn but not soiled. This is a re-occurring contravention originally found out of compliance on June 27, 2024. Diapers and pull-ups are hygiene products that are one time use only and cannot be stored for future use at another time.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. The closet bi-fold doors in the hallway and in the playroom did not have the safety locks secured to prevent the children from opening the doors. Bi-fold doors pose a risk of injury for children if they are not secured properly.

    Observation. It was observed that a child was rewarded with a jelly bean after finishing their snack. The Licensee disclosed that jelly beans are used as a reward for toilet training and for encouraging children to eat in a timely manner. Food and drink must not be used as a form of reward or punishment.

    Observation. Medication was observed to be within reach of the children. An inhaler was on a table in the living room and pills were on top of the microwave in the kitchen. A system is in place to ensure medication is kept out of reach, however does not appear to be effective. This is a reoccurring contravention originally found out of compliance on June 27, 2024. All medication needs to be kept in a manner that is inaccessible to children at all times. Outline the system developed to ensure medication is not accessible to the children at all times. It was disclosed that medication ointments are being used on children without prior permission from parents. Administration of medication requires permission from parents prior to being given to children. Outline the system developed to ensure all medication administration is approved by parents as required.

    Observation. It was disclosed that medication has been administered to a child without the Licensee recording the time and the amount given to the child. A record needs to be kept that indicates the amount of medication given and time it was administered. Outline the system developed to ensure records are kept for medication administration as required.

    Observation. It was disclosed that eating areas are not sanitized prior to snacks or meals. A cleaning solution with a drug identification number (DIN) needs to be used as directed to sanitize tables and eating areas prior to meals and snacks.     Observation. Children's files are incomplete. One file is missing the name and number of the medical practitioner. Three files are missing the start date of care. It is a requirement to ensure that all children's records meet the legislative requirements of the Child Care Licensing Regulation. Outline the system developed to ensure children's files are complete with required information. The Licensee states that outdoor play space inspections are being conducted however, they are not being documented. This is a reoccurring contravention originally found out of compliance on March 9, 2022. A log of daily, monthly and annual play space inspections, maintenance and repairs is required. Outline the system developed to ensure outdoor play space inspections are being conducted and documented.

    Observation. Medication was observed to be kept on top of and beside the microwave on the kitchen counter. A medicated cream was in a basket on the side of the microwave within reach of the children. An open container with pills was on top of the microwave within reach of the children. Medication needs to be stored in a manner that is inaccessible to the children. Outline the system developed to ensure medication is stored as required.

    Observation. A pairing knife was observed on the kitchen counter within reach of the children. The drawer where the knives are kept was unlocked and accessible to the children. This is a reoccurring contravention originally found out of compliance on March 13, 2023. Knives are to be kept at all times in a manner that is not accessible to the children in care. Outline the system developed to ensure knives are kept and stored out of reach of the children. A razor for shaving was observed in a washroom drawer within reach and accessible to the children. Razors are hazardous items that are to be stored in a manner that is not accessible to the children. Outline the system developed to ensure sharp hazardous items are stored as required. Cleaning supplies and detergents were observed under the kitchen sink. There are child lock tabs on the two cupboard doors however one of the doors was able to open easily leaving the supplies accessible to the children. This is a reoccurring contravention originally found out of compliance on March 13, 2023. Cleaning supplies and detergents are to be stored in a manner that is inaccessible to the children as they may be hazardous to the health or safety of a child. Outline the system developed to ensure any hazardous substances are stored inaccessible to the children.

    Observation. Supplies to change diapers were observed outside on top of the hot tub. It was disclosed by the Licensee that diapering children occurs using the hot tub lid cover while children are outside in the outdoor play space. Any sturdy surface for changing diapers needs to be next to a wash basin as well as sanitized appropriately after each use. Outline the system developed to ensure diapers are changed and sanitized as required. A toilet used for potty training was observed on the deck in the backyard. It was disclosed by the Licensee that the potty is used for children who need a toilet while playing outside in the outdoor play space. A potty does not meet the definition of a toilet. Children require access to a toilet to ensure proper health and hygiene practices are maintained along with the dignity and privacy of the child. Outline the system developed to ensure children are only using the washroom inside the facility when needed. It was disclosed by the Licensee that baby wipes are only being used for hand washing when the children are outside. Proper hand washing practice includes using soap and running water or an accepted hand sanitizer following the directions as stated on the bottle. Outline the system developed to practice proper hand hygiene on a regular basis throughout the day. It was disclosed that children had not washed their hands prior to eating on the morning of the inspection. Proper hand hygiene before meals aids in maintaining the health and safety of the children. Outline the system developed to ensure hand hygiene is practiced as required. Two disposable pull-up diapers were observed in a bucket containing a toilet plunger behind the toilet. The Licensee disclosed that the two diapers are used and reused for two separate children at nap time daily. Diapers and pull-ups are hygiene products that are one time use only and cannot be stored for future use at another time. Outline the system developed to ensure diapers are only being used for one time only as required and stored appropriately.

    Observation. Fire drills have not been conducted monthly. The last drill was dated January 2024. Current records must be kept indicating each employee practices the fire drill system once a month. Outline the system developed to ensure fire drills are occurring each month. The emergency plan has not been conducted in the past year. The last practice was dated March 2023. This is a reoccurring contravention originally found out of compliance on March 13, 2023. Each employee must practice implementing the emergency plan at least once a year. Outline the system developed to ensure emergency drills are occurring and documented on an annual basis.

    Observation. It was disclosed during inspection that the fire extinguisher has not been serviced or replaced since the facility opened. Upon inspection of the kitchen cupboards cleaning agents and dishwasher detergent are being stored in a cupboard that is accessible to the children. Upon inspection of the kitchen drawers it was observed that knives are being stored in a drawer that is accessible to the children.
