Observation. Two school-age children were observed participating in the Preschool program during the inspection. The manager confirmed the children are under the age of 12 years old and are volunteering in the program daily to meet their school requirement. Children under the age of 12 years old are included in the age of a child who requires care. By having the children in the group exceeds the allowance as permitted in Schedule E of the Child Care Licensing Regulation. A response is required by January 21, 2026 to outline how the risk has been mitigated.

Observation. Through a review of a sampling of children's files, three files are incomplete. One file is missing the name and telephone number of a medical practitioner. Two files are missing the full names of the emergency contacts listed. This is a reoccurring contravention originally found out of compliance on January 7, 2025. It is the responsibility of the Licensee to ensure all children's files have the required information for the health and safety of the child while in care. A response is required by January 21, 2026 to confirm all children's files are complete.

Observation. The emergency plan has not been practiced by every employee in the past year. This is a re-occurring contravention originally found out of compliance on December 7, 2023. It is the responsibility of the Licensee to ensure all employees have practiced implementing the emergency plan at least once per year to be prepared in the event of an emergency. A response is required by January 21, 2026 to confirm the emergency plan has been practiced and recorded as required.

Observation. Through a review of all employee files one file is missing a record of the person's work history, one file is missing character references in respect of the person and one file is missing evidence of ECE certificate validation. A system is in place to track employee files, however, appears ineffective. This is a reoccurring contravention originally found out of compliance on December 6, 2022 and December 7, 2023. A person must not be employed until the manager has obtained the required records. Confirm when all files are complete and provide evidence of missing documents for review. Outline the system developed to ensure employee files are complete prior to employment. One employee does not have a cleared criminal record check on file. Any person over the age of 12 who is ordinarily present must have a cleared criminal record check in the facility name. Confirm when the employee's criminal record check has been received. Outline the system developed to ensure criminal record checks are obtained prior to any person being ordinarily present with children.

Observation. A review of all staff files the following required records are missing: -Certificate validations are missing from all files. -One file missing criminal record check. -Two files missing a record of the person's work history. -Four files are missing evidence of the Province's immunization schedule. This is a reoccurring contravention originally found out of compliance on December 6, 2022. It was disclosed the emergency plan has not been reviewed by employees in the past year.

Observation. It was observed that children are not supervised when accessing washrooms outside of the main play room. It was observed that children are not actively supervised when climbing on the indoor climber.

Observation. The manager verbally confirmed that one child's Epi-Pen is stored in their backpack and is accessible to other children. A system needs to be developed to ensure medication is stored appropriately.

Observation. In review of select staff files it was observed that one file was missing reference checks and proof of immunization status.

Observation. It was observed that the indoor climbing structure does not meet the six foot clearance requirement as it is next to and touching a wall. A small shelf in the main play area has exposed electrical cords and outlets that are accessible to children.

Observation. The facility educators ECE certificates have not been verified by the licensee using a system established by the director of the early childhood educator registry

Observation. It was observed that several departure times were missing for the month of January 2021. It was observed a child who has severe allergies did not have any special instructions with respect to the administration of medications given by the child's parent to the licensee in writing.

Observation. It was observed two ride on toys in the outdoor play space were in poor repair. It was observed the sidewalk in the outdoor play space was extremely icy causing a potential slipping hazard.
