Observation. In relation to the complaint, it is determined that employees interviewed are not familiar with the facility's Behaviour Guidance Policy. The Behaviour Guidance Policy is intended to provide employees with appropriate strategies for guiding and managing children's behaviour. Employees who are unfamiliar with the policy pose a risk to the health and safety of children in care, as they may not apply consistent and appropriate behaviour guidance practices. A response is required by July 31, 2026, to outline how this risk has been mitigated.

Observation. In relation to the complaint, it is determined that an employee (the accused) was guiding children's behaviour in an inappropriate manner. Interviews indicate that a child wants to ride in a stroller rather than walk with the group. The accused requires the child to walk, explaining that the child will be expected to walk independently upon transitioning to the older program where strollers are not used. During repeated attempts to have the child walk, the accused places the child's hand on the stroller. The child repeatedly goes limp, cries, and falls to the ground. Rather than adjusting the approach, the accused continues attempting to make the child walk, resulting in escalating distress. It is the responsibility of the Licensee to ensure that behaviour guidance is appropriate to the child's age, developmental level, and individual needs. Behaviour guidance practices that escalate a child's distress may adversely affect the child's health, safety, and emotional well-being. A response is required by July 29, 2026, to outline how this risk has been mitigated. It is alleged that an employee picks up and carries a child "like a football," lifts the child from the ground by the wrists, and, when the child refuses to walk, drags the child by the wrists while the child screams. Employee interviews are conducted. All employees present during the incident confirm that the child is picked up and carried. The accused confirms carrying the child in the manner described. All interviewed employees confirm that the child does not have a care plan authorizing the use of physical restraint. The accused further confirms that while holding the child's wrist, the child goes limp and falls to the ground. The accused confirms pulling the child up from the ground by the wrist. It is the responsibility of the Licensee to ensure that children are not subjected to confinement or physical restraint unless specifically authorized in the child's care plan. The unauthorized use of physical restraint may compromise a child's sense of safety and negatively affect their physical, emotional, and psychological well-being. Based on the information gathered the allegation is substantiated. A response is required by July 29, 2026, to outline how this risk has been mitigated. It is alleged that an employee yells at a child for not walking with the group. During the incident, the child is screaming and the employee speaks to the child in an aggressive manner. Employee interviews are conducted. One employee reports that the accused speaks very loudly to the child, stating, "No, don't do that." All interviewed describe the accused as having a very loud voice. The accused acknowledges speaking loudly and states that others sometimes perceive them as being angry because of the volume of their voice. Yelling at children is considered to be harsh, belittling, and/or degrading treatment that may negatively affect a child's dignity, emotional well-being, and sense of safety. Based on the information gathered the allegation is substantiated. A response is required by July 29, 2026, to outline how this risk has been mitigated.

Observation. In relation to the complaint, it is determined that a child was involved in an incident in which an employee used an emergency restraint. This meets the definition of a reportable incident under Schedule H. Licensees are required to notify Licensing within 24 hours of becoming aware that a child is or may be involved in a reportable incident to support the health and safety of children in care. The incident report is required to be submitted by July 28, 2026. In relation to the complaint, it is determined that a child requiring additional support does not have a care plan in place. Care plans provide educators with documented strategies to ensure children receive individualized supports that meet their developmental and behavioural needs and promote their health, safety, and well-being. A response is required by July 28, 2026, to outline how this child will be supported.
