A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the children's bedding and sheets were not stored seperately.

Corrective action. The staff said they will implement a new system to ensure children's bedding is seperated when stored

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Licensing observed the following: - Emergency drill had not been conducted - Food and water in the emergency kit had expired - The fire extingusher was not serviced

Corrective action. The staff said they will conduct an emergency drill and replace the food and water in the emergency kit with non-expired items

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing observed one staff to have an expired criminal record check and one staff did not have a criminal record check

Corrective action. The staff said new criminal record checks will be conducted

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. Licensing observed 2 staff working in the facility and neither staff had their certificates posted.

Corrective action. Staff acknowledged the contravention.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing observed that staff could not produce the firedrill records.

Corrective action. Staff said that the fire drills had been conducted however they did not know if it had been recorded or where to find the records.

A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

Observation. Licensing observed that the fire extinguisher was not serviced after 1 year.

Corrective action. Staff acknowledged the contravention.

In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.

Observation. Staff could not produce one staff file when asked by Licensing.

Corrective action. Staff acknowledged the contravention.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Licensing observed 1 clinic name and 2 doctors name and contact information to be missing on the children's records.

Corrective action. Staff acknowledged the contravention.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Licensing observed a photograph to be missing of one of the children.

Corrective action. Staff looked and could not find a picture of the child.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Licensing did not observe a validation certificate for the two staff that were working.

Corrective action. Staff acknowledged the contravention.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. When asked, the staff did not know where to locate the earthquake supplies in the event of an emergency.

Corrective action. Staff acknowledged the contravention.

A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

Observation. Upon inspection of the toys, there were small pieces that were not safe for children under 36 months available to children.

Corrective action. Please ensure toys are age appropriate.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Upon inspection, there was: -a chair by the railing that posed a fall hazard should a child climb on the chair -a large screw found in the children's outdoor play space -a sharp tack on the floor of the play room that posed a hazard should a child step on it

Corrective action. Please ensure a healthy and safe environment is provided at all times that children are in care

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Upon inspection, there were no attendance sheets available for review for April 2023 other than 1 week. Staff shared that she took the attendance sheets off site to complete.

Corrective action. Please ensure daily attendance records are completed and on site.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Upon review of 6 children's records, 2 files did not contain medical insurance numbers.

Corrective action. Please ensure children's files are complete.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Upon review of 6 children's files, 1 file did not contain a date of enrollment.

Corrective action. Please ensure the children's files are complete.

A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.

Observation. Upon review of a child's registration, Licensing identified that a care plan had not been developed in writing that was relevant to a child's care.

Corrective action. Please ensure the children's files are complete.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Upon review of 6 children's records, 5 did not contain a photograph or digital image.

Corrective action. Please ensure staff files are complete

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Care plan not developed in consultation with the parent or any person requested by the parent.

Corrective action. Please ensure a care plan is developed for children requiring additional support.

In respect of a record referred to in this Division, a licensee must (b) keep a record other than one referred to in paragraph (a) in a place from which it can be retrieved within a reasonable time, on request.

Observation. Upon inspection, 1 staff file was not on site for review.

Corrective action. Please ensure staff files are readily accessible for review.

A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]

Observation. Upon review of 6 children's files, 6 did not contain whether or not the agreement was provided to the families.

Corrective action. Please ensure children's files are complete.

A licensee must not continue to employ a person in a community care facility unless the licensee has evidence that the person continues to comply with the Province's immunization and tuberculosis control programs.

Observation. Upon review of the staff files, 1 staff did not have an immunization status on file.

Corrective action. Please ensure staff files are complete.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. Upon inspection the staff shared that she had conducted fire drills with the children for the last 2 months, however she could not provide any written evidence that they had been completed.

Corrective action. Please document fire drills once per month.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Please ensure staff files are complete

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
