A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. There are not enough emergency supplies for 72 hours.

Corrective action. The manager will ensure that there are enough supplies for all children for 72 hours.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Three staff files were reviewed. A criminal record check was not available for one staff.

Corrective action. The manager will ensure a criminal record check is available for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Three staff files were reviewed. References were not available for one staff.

Corrective action. The manager will ensure that a minimum of two references are available for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Three staff files were reviewed. A resume was not available for one staff.

Corrective action. The manager will ensure a resume is available for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Three staff files were reviewed. Immunization status was not available for one staff.

Corrective action. The manager will ensure immunization status is available for all staff.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Three staff files were reviewed. An ECE certificate was not validated for one staff.

Corrective action. The manager will validate the ECE certificate.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. Licensing observed the Manager's name was not posted

Corrective action. The staff will ask the Manager to display manager's name in a prominent place.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Three staffs files were reviewed. One staff's ECE certificate was not verified by the system maintained by the early childhood educator registry.

Corrective action. The staff will ask the Manager to validate the staff's ECE certificate by using the system maintained by the early childhood educator registry

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Three staffs files reviewed. Two staffs were missing their immunization status

Corrective action. The staff said she will ask the Manager to obtain immunization status from the staffs.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed a lock was placed on a cupboard beneath the sink in the washroom. The lock was easily opened as it was not secured. Located in the cupboard was bleach and other chemicals for cleaning.

Corrective action. Please ensure to secure the locks where chemicals are kept so hazardous substances are not accessible to the children in care

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection Licensing observed a loose cord hanging from the stereo. In addition, several bottles of hand sanitizer were located at the children's level.

Corrective action. Please ensure cords are secured.

A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

Observation. The first aid kit was missing a triangular bandage. This is a repeat contravention from inspection # CLAN-CNVQXE. The first aid kit was also missing a CPR mask.

Corrective action. Please ensure the first aid kit has sufficient supplies.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing reviewed the record of fire drills. In discussion with staff, fire drills were completed for the months of November and December but these were not recorded.

Corrective action. Please ensure to record fire drills after they are completed.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. During the inspection the children's attendance records were reviewed. Many departure times for the months of January and February were missing.

Corrective action. Please ensure that departure times are recorded daily.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. Licensing reviewed the staff records. A Criminal Record Check is expired for one employee. The staff works with another staff in the facility at all times

Corrective action. Please ensure criminal record checks are completed prior to the expiry date.

A licensee must do all of the following: (d) appoint a manager for the community care facility.

Observation. In discussion with the staff, a new Manager has been appointed for the facility as of September 2023. The facility has not submitted the paperwork to Licensing to change the Manager

Corrective action. The staff will ensure the paperwork needed to change the Manager is submitted to Licensing

Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.

Observation. Two character references were observed for a volunteer. One character reference was completed by a spouse.

Corrective action. Please ensure character references are completed by someone who is not related by blood or marriage to the individual they are providing a reference for.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Licensing observed the staff records one staff was missing two references from the record

Corrective action. In discussion the staff stated she submitted her references to the previous Manager. The staff will ensure she places the references in her staff record.

Observation. The following was observed during the inspection in an unlocked cupboard: -Shaving cream. This is a repeat contravention from inspection # CLAN-BY4QRL -An aerosol can with a chemical that read, "keep out of reach of children". This was corrected during the inspection.

Corrective action. Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

Observation. Products with a drug identification number (DIN) were observed in the first aid kit. No permission for applying these medications was observed. This was discussed at a previous inspection. These were removed from the first aid kit.

Corrective action. Please ensure to have written permission from a parent or guardian prior to administering any medication

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. The attendance record was observed for the month of February. Six departure times were missing from the attendance record

Corrective action. Please ensure attendance records are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Three staff records were reviewed of three. Three staff were missing their verification with the ECE registry. In discussion with the Manager she stated she has verified two of the certificates but no information was available for review. This is a repeat contravention from inspections # CLAN-BCDPQD, #CLAN-BY4QRL and #CLAN-CBVVJN.

Corrective action. Please ensure to verify staff certificates and provide documentation in the staff record as verification that this is completed.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following: -The sink in the washroom is chipped. This is a repeat contravention from inspection # CLAN-BCDPQD -Paint chips in the cubby area. This is a repeat contravention from inspection #CLAN-BCDPQD -The cabinet doors under the sink are showing signs of wear. -The sandbox cover was rough and may cause a potential for splinters.

Corrective action. Please ensure the facility is in good repair.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. Licensing observed that two staff certificates were not posted in the facility. This is a repeat contravention from inspection #CLAN-BCDPQD

Corrective action. Please ensure staff certificates are posted.

Observation. Licensing reviewed six children's records. Two children's records were missing a date of enrollment. This is a repeat contravention from inspection #CLAN-B5KV4G

Corrective action. Please ensure children's records are complete.

A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services

Observation. During the inspection licensing reviewed the policies. There was no policy outlining how prepayment will be returned if a family leaves the facility. This may happen when parents prepay by cheque. This is a repeat contravention from inspection #CLAN-BY5QRL and #CLAN-B5KV4G.

Corrective action. Please ensure the repayment policy is complete.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Six children's records were reviewed. One child's record was missing their immunization status.

Observation. Licensing observed the following inside the facility: - shaving cream was in a cupboard. This was at the children's level. A lock was noted on the cupboard but it was not used. This was corrected during the inspection. -staff personal bags were located on the floor and accessible to the children. Contents in the staff personal bags could present a potential hazard. -the paper towel dispenser in the children's washroom had rust on the corner. This could present a potential health hazard.

Corrective action. Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety.

Observation. During the inspection licensing reviewed the withdrawal policy. Post dated cheques are requested upon registration. A policy stating the cheques will be returned upon a child's withdrawal was not present. This is a repeat contravention from inspection # CLAN-B5KV4G
