- HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation. The Employees stated that the diapering is happening in the main play area. A conversation was had with the Manager that it needs to happen next to a wash basin and next to a covered container for soiled clothing
Corrective action. Ensure that diaper change area is next to the wash basin.
15015 - CCLR s.14(4)(b) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Staff working did not have their educator certificate posted
Corrective action. Ensure that each educator or assistant certificate is posted.
10070 - CCLR s.11(4) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. A record of the person's work history was not obtained for more than one employees.

12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation. Copies of any diplomas, certificates or other evidence of the person's training and skills were not obtained.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for more than one employees.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The protector around the fire place has been removed, the stairs leading to the grass play area are in poor repair and the landscaping ties holding them together have deteriorated and moved. The stairs on the deck are showing signs of wear and bend when stepped on.
Corrective action. Ensure that the facility is in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. Manager stated that some children sleep in a child rocking chair. It was discussed that this is not appropriate for sleep In one crib there is no protector on the mattress to make it easily cleaned and there is a bumper that is a potential to wrap around a child.
Corrective action. Ensure that each piece of furniture is appropriate for age and development for sleeping.
11120 - CCLR s.15(2)(c) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. In the morning from 8-8:30 there is no infant toddler educator working.
Corrective action. Ensure that there is no less staff than permitted in Schedule E
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. No record of an emergency plan
Corrective action. Ensure that an emergency drill is completed annually and recorded.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. 1 of 3 staff files did not contain the validation of the early childhood certificate
Corrective action. Ensure each certificate is validated.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Children do not have access to an employee with first aid from 5-5:30 daily.
Corrective action. Ensure that at all times an employee with a valid first aid is available.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. No staff files contain criminal record checks addressed to the facility. All staff files contained criminal record checks addressed to someone else.
Corrective action. Ensure that each person has a criminal record check obtained prior to being employed.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed the diaper changing mat has tears on it. It prevents from proper cleaning and sanitizing.
Corrective action. The Manager said she will replace the changing mat.
11080 - CCLR s.15(1)(a) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation. Licensing observed individual baskets of children’s diapering items were stored on a shelf in the main play area. The Manager said staffs, sometimes, change children’s diapers in the main play area where has no direct access to a wash basin or covered container for soiled clothing.
Corrective action. The Manager said she will ensure children’s diapering routine are done beside the washroom.
15015 - CCLR s.14(4)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. : Licensing observed emergency supplies are insufficient to implement the emergency plan. Limited foods and water.
Corrective action. The Manager said she will obtain more emergency supplies.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Upon reviewed 4 children’s files, one child present had no records available on site. The Manager explained the owner had the file at a different location.
Corrective action. Records must be available on site to ensure staff can respond in an emergency. The Manager said she will obtain the required documentations of the child.
19320 - CCLR s.59(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Upon review staffs’ files, two staffs’ immunization status were not obtained.
Corrective action. The Manager said she will obtain immunization status.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. The fire drill log was observed. Fire drills were not completed for the month of October and November.
Corrective action. The Manager said she will ensure to practice fire drill monthly.
12190 - CCLR s.22(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon review staffs’ files, one staff is missing a second character reference.
Corrective action. The Manager said she will obtain a second character reference for the staff.
