Observation. Mini trampoline is available in the outoor area of this under 36 months program. As per the Government of Canada website, trampolines are not recommended for children under the age of 6 years old.
Corrective action. The facility will remove the trampoline from the outdoor area. In the meantime, the trampoline will not be used be the child care program.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. -Multiple dead insects behind the toilet used by children. -The heater in the naproom has a broken corner.
Corrective action. -The dead insects will be cleaned up and the facility will ensure that the floor in the washroom is cleaned on a daily basis. -The facility will fix this broken corner of the heater.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation. No instant ice pack in first aid kit. This is a repeat contravention from inspection #NSAO-DEGQGA.
Corrective action. The facility will place an instant ice pack in the first aid kit.
11220 - CCLR s.23(2) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. A new manager has not been formally appointed after the previous manager stopped working at the facility in June 2025.
Corrective action. The facility will formally request a manager change with Licensing.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed 4 emergency kits which is an insufficient amount to sustain all children and staff for at least 72 hours.
Corrective action. The facility will ensure there is enough emergency supplies, including food and water, to sustain all staff and children for at least 72 hours.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 1 child missing doctor name and number. Walk-in clinic information is sufficient.
Corrective action. The facility will follow up with the family to obtain this information.

Observation. 1 staff without a criminal record check. As per the staff, she has requested to share her previous criminal record check with this organization and awaits results. The staff does not have a copy of her previous criminal record check address to another organization.
Corrective action. The facility will obtain the criminal record check addressed to this organization. In the meantime, this staff will not be left alone with children.

Observation. -In the nap room, there is one accessible outlet without a plug cover. Correct by: March 6, 2025 -Each child has one reusable hand towel that is used throughout the day. Licensing explained that after each use of the reusable towel, it must be replaced by another towel to prevent cross contamination and/or growth of bacteria due to moisture. Correct by: March 6, 2025 In the outdoor area: -Still brown water observed in the sink of the outdoor play kitchen set. Correct by: March 6, 2025 -On the foam mats, there is a pile of black debris that resembles the remains of a decomposed vegetable. Correct by March 6, 2025 -By the side garden, there are overgrown branches that are at the children’s level which pose as a poking hazard. Correct by: March 10, 2025 .
Corrective action. The Licensee will do the following: -A plug cover will be placed on the exposed outlet. -Multiple reusable hand towels will be made available or disposable paper towels will be used. -The still water and black debris will be removed. -The overgrown branches will be trimmed.

Corrective action. Please ensure equipment and the environment is in clean and good repair.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. 1) Overgrown bush that blocks half of the path leading to the side gate. By the second day of the inspection, this was corrected. 2) Under deck: hose parts with ground stakes and a rusty shovel are accessible. Repeat contravention from routine inspection #NSAO-D3CQW9. By the second day of the inspection, this was corrected. 3) Outdoor side area: overgrown plants and weeds 4) By the outdoor side area: white metal pipe attached to the house and pipe that is protruding from the ground have exposed sharp edges. 5) In an unlocked room, there is laundry detergent on the floor that is accessible to children. Please store this item elswhere immediately. By the second day of the inspection, this was corrected. 6) The wooden structure around the heater system has an exposed sharp corner.
Corrective action. Please submit a plan that addresses how the observed items will be addressed to ensure the healthy and safety of children while in care.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): As per the Manager, 1 reusable towel is being used by all the children to dry hands. By the second day of the inspection, this was corrected by obtaining disposable paper towels for the program to use.
Corrective action. Please ensure disposable towels are used by the program. If reusable towels are used, then there must be 1 towel per child. After each use, the towel must be placed in the laundry to reduce the spread of bacteria

Corrective action. Licensing and staff discussed replacing this lock to ensure the cabinet doors lock or moving all hazardous items elsewhere that is inaccessible to children.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Observed outdoors: -There is a large black plastic tube in the side pathway that leads to the facility’s main outdoor gate. This item presents a tripping hazard to children who are arriving to and from the facility. -Multiple pieces of broken plastic and ceramic scattered around both the grass and concrete areas. -Area under the deck, the following are accessible: 1) Rusting gardening shovel 2) 2 broom stick handles; 1 is beginning to rust and 1 is covered with a green moss 3) Rusty in-ground sprinkler 4) 1 large nail 5) 2 plastic ground stakes
Corrective action. Licensing and staff discussed ensuring daily outdoor safety checks are done and moving materials elsewhere in order to maintain the safety of children while outdoors.
11010 - CCLR s.13(1) - LICENSING

Observation. The listed manager no longer works at the facility. As per the Licensee, the manager last day was earlier this week.
Corrective action. During a phone conversation between Licensing and the Licensee, the Licensee will submit the required forms to Licensing for the formal manager change.
10050 - CCLR s.11(1) - LICENSING
Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation. In discussion with staff, the nearby playground is being used on a daily basis by the program; this playground was not approved as a play space away for the program. The use of this playground was previously discussed between Licensing and the Licensee and the expectation is to use the outdoor licensed area (backyard). This was also discussed with the staff at today’s inspection. During the inspection, Licensing observed the program walking through the back alley to return to the facility. Licensing discussed with staff that this route is not safe for the program to use. If the program wishes to use the playground, on an occasional basis, then a new walking route will need to be used that does not include the back alley.
Corrective action. The program will use the on-site outdoor area for the program.

Observation. - Facility provides morning and afternoon snack to children. As per staff, they do not have a snack menu or write down what food is served to children. When parents ask, then they verbally tell parents what snack was.
Corrective action. Licensing and staff discussed either have a snack menu to provide to parents and/or posting the snack menu at the facility

Observation. Licensing observed the following: -previously applied tape to address disrepair is peeling off of the dark brown bench. -rusting legs on one of the high chairs. This is a repeat contravention from inspection #SMOY-CB3UXU. -big chipping on one of the wooden floor boards making it porous and uncleanable. -still water was observed in one of the children's outdoor baskets. This was corrected during inspection.
Corrective action. Please ensure the facility is in clean and good repair while children are in attendance.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. As per the Manager, hand towels are used to wash the younger children's hands. Licensing explained that proper hand washing consists of using soap, running water, and the motion of rubbing hands together.
Corrective action. Please ensure all children practice proper hand washing.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. During outdoor time, Licensing observed that supervision of all children was not maintained with 1 child not within the Manager's sightline. Licensing discussed active supervision practices with the Manager as well as setting up the outdoor equipment onto the grassy area to facilitate supervision of all children.
Corrective action. Please ensure that children are supervised at all times.

Observation. Upon reviewing policies and procedures, an Active Play and Screen Time policy was missing. As per the Licensee, she has updated the policies to include Active Play and Screen Time, but has not printed out an updated version that includes these policies. This is a repeat contravention from inspection #CLAN-BYYVWN.
Corrective action. Please ensure that policies and procedures are complete and are available to employees.

Observation. Licensing observed that the last entry for the facility's logbook was for February 2020. Licensing explained the purpose of a logbook is to document daily occurrences, such as, minor incidences, messages from parents, and/or observations of children's behaviours. A logbook acts as a running communication and documentation tool for the centre's staff.
Corrective action. Please ensure a current logbook is mantained.

Observation. Upon reviewing children's files, there is a child with an allergy. The Manager is aware of this allergy, however there are no written instructions from the parents outlining symptoms to look out for and follow-up instructions in the case the child is exposed to the allergen.
Corrective action. Please ensure detailed instructions are obtained from the child's parent regarding the allergy.

Licensing has explained that walk-in clinic information is acceptable and suggested placing a note on children's files indicating missing information and what has been done to address it.
Corrective action. Please ensure that children's are complete with all required information.

Observation. The facility has a sink located beside the window within the main activity space. The intent of this sink is for staff's use only for cleaning the high chairs, tables etc. Located on the window ledge were open containers of a bleach and water solution and are within reach of the children.
Corrective action. The sanitizing solution must be made inaccessible to the children. Ways to achieve this is to prepare the solution as needed and discard the solution after each use. Alternately the Licensee may chose to implement another way to ensure it is out of the reach of children.

Observation. Licensing observed what appeared to be a metal frame for an outdoor table stored on it's side at the rear of the outdoor yard. The pathway from the front of the house to the rear yard is in a state of disrepair however the Licensee stated the children do not play in this area.
Corrective action. Licensing discussed with the Licensee about physically restricting any area to children if the children are not to have access. Any areas in which the children have access, including drop off and pick up, must be maintained in a safe manner. Please submit a written plan as to how this requirement will be met.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The facility was closed for a period of time and reopened in January 2022. The following items were found to be in disrepair: white high chair's legs had extensive signs of rust, the handle to the mini fridge was secured with tape, the laminate flooring in the main activity space has water damage and is lifting, purple sleep mat has a tear exposing the interior material, shelves in the cubby area are damaged and tape has been placed along the top edges (this was previously coded on inspection report #CLAN-BYYVWN).
Corrective action. The Licensee indicated that the facility has recently reopened and is aware that items need to be addressed. The above noted items will need to be repaired or removed and it is recommended the Licensee develop a system to ensure regular checks and maintenance of equipment.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must have at least 6m² of outdoor play area for each child.
Observation. When the facility was initially licensed the outdoor play space for the children included the entire back yard. In discussion with the Licensee the children are using a side yard or going to the neighbourhood park. The current designated outdoor play space is insufficient for a licensed capacity of 8.
Corrective action. If the Licensee is wanting to designate an area of the entire back yard for outdoor play the Licensee must submit amended site plans to indicate where the children's area will be. Please submit a written plan to licensing by February 21, 2022 as to how they will comply with this requirement.
11140 - CCLR s.16(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. The facility is licensed as a group child care (under 36 months) program. The individual who was present with the children from opening until 9:30am holds a early childhood educator certificate. Licensing acknowledges the first half hour and the last half our of the day the staffing qualifications may be cared for by a educator or assistant but no longer than 30 minutes.
Corrective action. The Licensee will need to amend their staffing schedule to comply with the staffing qualification requirements.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. Licensing reviewed 4 children's files and noted the following: siblings information was partially captured on one file, 2 files were missing the date of enrollment and 2 files were missing children's picture.
Corrective action. For each child enrolled in the facility the Licensee must ensure they have a file for the child as the information needs to be relevant for each child. The Licensee must have all the legislative information for the children on site prior to families leaving their child in care.
19060 - CCLR s.57(1)(a)(b)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. There were two staff working with the children during the inspection. Upon review of the staff files neither file contained evidence the individual's certificates were verified. This was previously identified on inspection report #CLAN-BYYVWN.
Corrective action. The Licensee will need to develop a system to ensure all legislative documentation is on site prior to staff caring for children.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. A staff member who was working alone with children does not hold a current first aid certificate. The individual indicated it has been challenging to sign up for a course due to the restraints of the current COVID-19 pandemic.
Corrective action. The individual has signed up to complete their first aid training. Until such time as the individual has a current first aid certificate they may not work alone with the children.
12210 - CCLR s.23(1)(a) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. There was an individual working alone with the children who did not have a valid criminal record clearance letter. The last criminal record clearance letter for this individual expired in April 2019. The other individual working with the children has a criminal record clearance letter however it is addressed to a different employer.
Corrective action. Prior to an individual working with children the Licensee must ensure they have a valid criminal record clearance letter from Victoria on file. The Licensee must also ensure all criminal record clearance letters are addressed to the Employer and this may be done by applying to Victoria to have the results shared.

Observation. Licensing observed the following inside the facility: -A heater was observed in the classroom. This was hot to the touch. This was unplugged during the inspection. -A room contained the following: a shredder and large pictures leaning against the wall. This was accessible to children. This is a repeat contravention from inspection # CLAN-BGRPE9 The following was observed outside the facility: -A large bag of Safe-t salt ice melt chemical -a gate was open and a ladder and a wheel barrow were accessible
Corrective action. Please ensure children do not have access to any objects or substances that could be hazardous to their health and safety
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following inside the facility: -A heater in the sleeproom is not securely attached to the wall. This is a repeat contravention from inspection # CLAN-BGRPE9 -Foam mats located on the floor had several rips and puncture marks. These rips and puncture marks could harbour bacteria. - A table had several chips in it. These chips could harbour bacteria -Two shelves in the cubby area are cracking and showing signs of wear. -Paint chips were observed in the facility
Corrective action. Please ensure the facility, furniture and equipment are in good repair.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that more food and water needs to be added to the emergency evacuation kit. This was written on the last inspection report.
Corrective action. Please ensure you have enough emergency supplies ro be prepared in case of an emergency
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. During the inspection licensing observed the record of fire drills and observed an emergency drill had not been documented as being completed. In discussion with the Director she stated the drill was completed but not recorded. This was corrected during the inspection. This is a repeat contravention from inspection # CLAN-B7LPCD.
Corrective action. Please ensure to record the date that an emergency drill is completed to comply with the legislation.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (a) written policies and procedures for the safe release of children.
Observation. During the inspection licensing reviewed the policies and procedures. An active play policy and a screen use policy was not observed. This is a repeat contravention from inspection #CLAN-B7LPCD.
Corrective action. Please ensure an active play and screen use policy is created, implemented and shared with the families.
13040 - CCLR s.56(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Licensing reviewed four children's records during the inspection. One child's record was missing a photo. This was corrected during the inspection.
Corrective action. Please ensure children's records are complete.

Observation. Three staff records of three were reviewed. Three staff records were missing verification by the Early Childhood Educator (ECE) Registry. This is a repeat contravention from inspection #CLAN-BGRPE9
