    Observation. Licensing observed the following: Outdoors: a. Gate at the bottom of the stairs is broken and on the floor. This provides access to the stairs to the children which could pose as a falling hazard b. Random Brick in the middle of the playground, pose as a tripping hazard. Indoors: a. Fridge holds children's food; does not havea thermometer to control the temperature

    Corrective action. Staff stated the following: Outdoors: a. The gate will be replaced b. The brick will be removed Indoor: a. A thermometer will be purchased and placed in the Fridge.

    Corrective action. Staff removed the belts and table trays from in front of the children and allowed them to roam freely during circle time

    Observation. Upon inspection, Licensing found: -Cleaning bottle with Clorox stored on the bathroom counter, next to the sink which was accessible to children. -Laundry and Storage area had cleaning products accessible to children.

    Corrective action. The Staff moved the Clorox bottle to be inaccessible to children during the inspection. The Staff explained that the room with cleaning products will be locked.

    Observation. Licensing observed the following: a. 2 outlets in the nap room and 2 outlets in the secondary play room that are at the level of children were not covered and accessible posing a hazard. b. In the main play room, there is a floating shelf with heavy books stacked on them posing a falling hazard c. In the bathroom there is a shelf taller than 5 ft that is unstable and not secured posing a falling hazard

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. During the inspection of the physical facility and the outdoor play area, the following was noted: - the grass in the back yard, where children play needs maintaining as it provides a tripping hazard for infants and toddlers. - several garbage bags with dirt in them were resting in a garden. The manager stated that the people living in the upstairs room of the facility are building a garden. - a hose was in the corner of the yard and children could access it and trip over it. - morning glory was growing in the corner of the yard. The morning glory flower is considered a poisonous plant it must be removed immediately. - two toddler slides were seen in the back yard and it was noted that they were set up on the grass, having no resilient surfacing underneath and in the fall zone.

    Corrective action. Please ensure you provide a healthy and safe environment for children while in care.

    Observation. Licensing observed the following: -Toys piled high on top of a shelf of 4ft high shelf above the children's play area. -Heavy materials placed on a floating shelf that were unsecure above children's play area. -Broken toddler size chair in the secondary activity room -A vacuum was plugged in and being charged in the middle of the secondary activity space. Licensing observed the following; -Balloons on the floor accessible to children in the secondary activity room -Cabinet in the secondary activity room was unlocked. inside the cabinet was paint and beads. the cabinet is outfited with cihld safety locks but they were not in use. this was noted on the previous inspection # SMOY-BME25G. -Staff personal belongings located on the floor in the secondary activity room. Staff personal belongings located in the bottom cabinet next to the fridge, unlocked and accessible to children.

    Corrective action. Please ensure that children do not have access to any objects or substances that may be hazardous to the health or safety of the child.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Upon arrival to the facility the staff and children were playing outside in the back yard. Licensing saw a individual trampoline and a plastic climber/slide located on grass. The grass does not provide any protective surfacing for children should they fall off the equipment. Licensing saw a key left in the lock of a door to one of the secondary activity rooms. In the room Licensing saw a vacuum and doors to the cabinets open. The cabinets were outfitted with child locks but they were not in use. The Manager said she locks the room when the staff aren't in it as the children open the cabinets and take out the materials and make a mess.

    Corrective action. The Licensee will need to remove the above noted items from children's play until such time as she is able to place them on resilient ground cover. The Licensing Officer provided the Manager with a copy of the Director of Licensing Standards of Practice - Safe Play document for her reference. The Licensee will need to relocate the vacuum where it can be stored in a room other than the children's play space to keep it out of children's reach. The Licensee will no longer be able to restrict children's access to the room. The items stored in the cabinet may need to be relocated or the Licensee could install different latches on the doors to prevent children from opening them.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. During the inspection Licensing observed: - a potty chair with urine. This was noted upon arrival when the staff and children were outdoors. Licensing pointed this out to the Manager after the children had been in the washroom with staff washing their hands for lunch. This conversation occurred while the children were eating lunch. The Manager addressed the matter once it was brought to her attention. - a bottle of liquid laundry soap was located on top of the washing machine. The Manager said the children don't access the laundry room but there was no child proof handle on the door. - a can of bug spray was noted under the kitchen sink, - staff personal belongings located in a cupboard beside the fridge. The above items are potentially hazardous and/or unsanitary to children. This section of the legislation has been previously contravened on facility inspection reports #SMOY-AVGPHD, dated January 29, 2018, #SMOY-BCSMTS dated June 3, 2019.

    Corrective action. The Manager must make any hazardous items inaccessible to children in care.

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.

    Observation. Licensing observed children having lunch and noted that 3 children were placed in chairs on the floor with trays, 1 child at the table and three children in high chairs. In discussion with the staff Licensing was asking why children who were around or over 2 years of age are not sitting at the table. The staff indicated that one child won't sit at the table so they are placed in one of the chairs on the floor. All of the children present were able to eat independently.

    Corrective action. The Manager will need to ensure that all children are provided age appropriate seating for eating.

    A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

    Observation. Licensing observed to small children's chairs blocking off the hallway to the nap room, laundry room and front exit for the facility. The gate to the back yard was bolted upon Licensing's arrival and it is the only exterior access point to the yard. The Manager struggled to open the gate both upon LIcensing's arrival and departure.

    Corrective action. Licensing spoke with the Manager and explained that the chairs could not be used to prevent children from accessing the area as the exit is one of the facility's two exits. The Manager explained she installed the bolt on the gate as members of the public see her advertisement for child care and walk into the yard. Licensing discussed with the Manager the need to maintain children and staff's safety in case of an emergency and needing to ensure the gate can be opened by both staff and emergency personnel.

    Observation. Licensing reviewed the facility's sign in and out sheets for the past month and noted there were approximately 10 days in which a child was not signed out and 3 days in which more than one child was not signed out. The sign in and out procedure for this facility has the names of children on multiple sheets of paper.

    Corrective action. Licensing discussed with the Manager having a daily sheet with all of the children listed. This attendance sheet with the sign in and out information will aid staff and emergency personnel with determining how many children and which children are on site at any one time.
