A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. - A number of the sleeping mats were torn exposing the foam inside making it difficult to properly clean and sanitize. - A separate set of cleaning and sanitizing bottles were not observed in the bathroom.
Corrective action. Manager will ensure that environment provided is safe and healthy for the children.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. There were items blocking the emergency exit from inside the classroom. The area outside the emergency exit was cleared.
Corrective action. Manager will ensure that the emergency exit is not blocked by anything to allow easy access
11090 - CCLR s.15(1)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The fire extinguisher was overdue for service
Corrective action. Manager will ensure that it is serviced annually to prepare for any emergency
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Nine children files were reviewed, and one of the care plans was not reviewed annually with the parent or any person requested to by the parent.
Corrective action. Manager will ensure that all care plans are reviewed annually with the parents or any person requested to by the parent.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Six staff files were reviewed, and certificate validation were not observed in those files. This is a repeated contravention to inspection #MZIN-D2GTWG

A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation. Reviewed seven children's files, and two of the children's files were missing information to guide and direct staff actions when children are showing allergy symptoms.
Corrective action. Manager will ensure that instructions are obtained from the parents.
19140 - CCLR s.57(2)(h)(i) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed the following: - There was no sign out record for children who were being transferred from downstairs classroom to upstairs classroom - Attendance sheet was not with the teachers in the upstairs classroom. Teachers confirm that there is an app that they use to ensure all children are signed in.
Corrective action. Manager will ensure that the attendance record accurately reflect the classroom that the children are in.
