11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: -A door knob leading to the washroom was very loose -A dent was observed in the wall -The floor is warped in several areas. In some areas there is cracking and the flooring is held in place with duct tape. This could present a tripping hazard. This is a repeat contravention from inspections WBERT-CGHSU6. A plan was requested during the previous inspection but this was not observed on file. -Areas of the floor are damaged in the Out of school area. -Two holes on a table have deep marks. Particle board is exposed. This may be difficult to clean
Corrective action. In reviewing the facility file a plan for fixing the floor was not noted on file. Please submit a plan to address how the floor will be permanently fixed
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation. Licensing reviewed the contents of the first aid kit. The following is missing: -gauze roll, CPR mask, highly absorbent abdominal pad, Please add more Band-Aids, as only one was observed.
11220 - CCLR s.23(2) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff certificate was not posted.
10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The fire extinguishers were required to be serviced on June 18, 2025.
Corrective action. Please ensure fire extinguishers are serviced annually and a tag is attached documenting this.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. The children's records were reviewed. One emergency contact was not available in the children's record and one emergency contact was the Child's parent.

Observation. The staff records were reviewed. Two staff did not have site specific Criminal record checks.

12040 - CCLR s.19(1)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (b) is knowledgeable respecting each child's medical condition, if any.
Observation. During the inspection Licensing discussed a child's medication and care plan with two staff. The staff were unaware of what symptoms to observe and what steps to take for a child that needed medication for a medical condition.
Corrective action. Please ensure all staff are aware of the signs and symptoms to be aware of when a child needs medication for a medical condition.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed: -Landscape fabric in the play area was exposed in several areas -A door knob to the storage area did not have a lock. There was access to loose cords and a power bar in the storage area
Corrective action. In discussion about the landscape fabric the Manager stated he completes a playground check each day and stones were removed from the area. This was bought up in discussion at a previous inspection. The Manager will correct this.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During the inspection Licensing observed the following: -A large TV was secured to a small base. This may present a tipping hazard. -Cords in both rooms were loose and could present a potential hazard -A mat had a large gap that may present a tripping hazard -Shelving over 4 feet tall was not secured. This could present a potential hazard
11010 - CCLR s.13(1) - MEDICATION
A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this. Observation (CORRECTED DURING INSPECTION): Two backpacks were located at the children's level. Medication that is required in an emergency was accessible to children in the backpacks. This was corrected during the inspection.

16030 - CCLR s.53(2)(a) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Licensing observed medication that is required for emergency use for a child. A signed permission form including the dosage was not observed.
Corrective action. In discussion Licensing explained the importance of having detailed instructions and a signed permission form to ensure the right dose is given at the right time to the right child in care
16010 - CCLR s.53(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. The children's records were reviewed. Four dates of enrollment were missing in the children's records
Corrective action. In discussion the Manager stated the Director was responsible for maintaining the information in the children's records. Licensing discussed the Manager's responsibilities and how the Manager is delegated to perform the review of children's records to ensure compliance with the legislation.

Observation. Licensing observed that one care plan was not reviewed annually with the parent or any person requested to by the parent.

Observation. Licensing observed the children's records. Twenty arrival or departure times were not recorded for the month of July. This is a repeat contravention from inspection # WBET-CUHNNF.

Observation. During this investigation it was determined that the Licensee did not notify the licensing officer within 24 hours that a child was involved in a reportable incident as described in Schedule H as required.

Observation. During this investigation it was determined that a parent was not immediately notified when their child was unsupervised during a filed trip to Lynn Canyon Park.

Observation. Flooring in the Group Child Care (30 Months to School Age) program is warped in several areas. The flooring now poses a tripping hazard to children.
Corrective action. Please provide the Licensing Officer a plan stating how the ongoing issues with the flooring will be addressed.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Two climbers are in the Group Child Care (30 months to school age) program yard. Although not anchored to the ground the climbers are located on a hard surface which will not reduce the risk of injury from falls. One climber does not have a 6 feet clearance around it.
Corrective action. The Director of Licensing Standards of Practice Safe Play Spaces states a 6 feet clearance around equipment and the depth guidelines for loose fill material is a minimum of 6 inches for 5 foot high equipment. Please ensure that the outdoor play area is constructed in a way to mitigate the risk of harm to children.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees. Observation (CORRECTED DURING INSPECTION): Medication required in a care plan for a child in the Group Child Care (30 months to school age) program was located in the Group Child Care (school age) program and was not readily accessible to employees.
Corrective action. The manager brought the medication into the Group Child Care (30 months to school age) program during this inspection.
16020 - CCLR s.53(1)(b) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): A child was does not attend kindergarten has been provided care in the Group Child Care (school age) program. Only children who attend school can be registered in this program. The manager said the school age program is a "summer camp" and that is why the child was registered there.
Corrective action. Unless a temporary placement has been obtained from Licensing, children in the Group Child Care (school age) program must attend school. To address this contravention the manager said the child is now enrolled in the Group Child Care (30 months to school age) program.
14020 - CCLR s.34(2)(a) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. A copy of the facility policies and procedures were not on site.
Corrective action. Please ensure that a copy of the facility policies and procedures are available to all staff.

Observation. Licensing reviewed time in/out sheets for the past 3 months. Time out was missing on multiple days. One child was not signed into the Group Child Care (school age) program today.
Corrective action. Please ensure time and out is recorded daily for each child.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Children's files were not at the facility. Although the manager said emergency cards for children were on site, two children did not have an emergency card. The manager said the Licensee had taken the children's file off site.
Corrective action. Please ensure children's files are available for inspection.
