    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. Licensing noted there were no paper towels in the bathroom for children to use.

    Corrective action. Manager stated they are currently having the children use paper towels in the main play room after washing hands in the bathroom but will ensure they put paper towels in the bathroom for children to have easy access.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. Licensing reviewed 2 staff files of which both had an expired CRC

    Corrective action. Manager stated she applied for the CRC prior to it expiring but hasn't recieved it back yet. Manager was able to provide email proof of the submission. Educator will apply for the CRC asap.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. During inspection Licensing observed: - Childproof lock on the cupboard in the play area came loose when Licensing touched it. - Diapering mat is showing signs of wear and tear exposing the foam underneath and cannot be sanitized effectively.

    Corrective action. Manager said child proof lock and diapering mat will be repaired or replaced.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. During inspection licensing observed: - A substance with packaging in a different language that Licensing could not read, two containers of hand soap, and personal items were stored unsecured under the bathroom sink. This is a repeat violation from previous inspection. - Emergency medication was stored in a drawer at children’s height. - Door of the outdoor shed opened easily when licensing touched it slightly, gardening tools and supplies were stored in it.

    Corrective action. Manager said bathroom and shed doors will be secured and medication will be stored out of children's reach.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed the cabinet under the sink in the bathroom was unlocked and contained a bottle of Goo Gone. The label indicated the bottle needed to be kept away from children as it poses a health hazard. The goo gone was accessible to children. Manager removed the bottle immediately.

    Corrective action. Please ensure a healhty and safe environment is provided for children at all times when they are in care.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. During the inspection of the outdoor play area Licensing saw multiple plants that had been pruned and leaving sharp, pointed branches. The Licensee said the plants were pruned on the weekend and Licensing explained that due to the ages of the children in care there is the potential a child may fall into the plant and have the sharp ends cause a serious injury.

    Corrective action. The Licensee must make the plants inaccessible to the children to prevent a branch from injuring a child. Licensing and the Licensee discussed ways in which to correct this item.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. In the main activity room the Licensing Officer observed signs of water damage around various windows. Around the windows the wall paper is damaged and there are areas where the gyproc and metal cladding are exposed. In discussion with the staff they have not observed any water entering through the windows. There is a section of wood fence that is falling over. The adjacent property is presently being built and the fence will be replaced in the near future.

    Corrective action. The windows where the gyproc is damaged will need to be repaired. There is the potential for the children to access this area and these areas are no longer cleanable as they are porous. Staff should make these areas inaccessible to the children until the repairs are completed. The correction date for this is February 18, 2020. The Licensee must ensure that the area of fencing that is unsafe is made inaccessible to the children to prevent and child from being injured. The correction date for this is January 28, 2020.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

    Observation. There are a number of pieces of equipment for children's use outdoors. This includes a climbing structure, slide, and a individual trampoline. As all of these items are over 18" high they must be located on resilient ground cover to prevent a child from injury and not on the grass, cement or patio.

    Corrective action. The above noted equipment must not be used until they are situated on resilient ground cover. The Licensing Officer left a copy of the Director of Licensing Standards of Practice - Safe Play Space document which outlines the requirements for resilient ground cover.

    A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

    Observation. During the inspection the Licensing Officer was unable to locate the name of the Manager posted. Staff's early childhood educator certificates and the facility licence were posted but not the name of the facility Manager.

    Corrective action. Please post the name of the facility Manager by the above noted documents.

    Observation. The Licensing Officer noted the next service date for the fire extinguisher is October 2019. The fire extinguisher indicates that it is fully charged.

    Corrective action. The Licensee must ensure that the fire extinguisher is serviced on or before the date of the service tag to ensure the effectiveness of the fire extinguisher.

    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. The facility maintains a list of when fire drills and emergency drills are conducted. The last fire drill recorded was September 2019 and there is no record for an emergency drill.

    Corrective action. In discussion with both staff they stated that they have done an emergency drill and fire drill but haven't maintained accurate records.

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

    Observation. Upon review of two staff files there is one file where the individual's early childhood educator certificate was renewed however the Licensee has not verified the current certificate. The certificate had expired in December 2017 and the verification was completed on February 17, 2017. This individual holds a current certificate.

    Corrective action. Ensure verification of individuals early childhood certificates are conducted on a regular basis.

    Observation. Upon review of two staff files the Licensing Officer noted that both individuals criminal record clearance letters expired on December 15, 2019. In discussion with the Manager both staff applied to renew their criminal record checks last week.

    Corrective action. The Licensee must ensure that criminal record clearance letters are kept current and apply to have them renewed prior to the expiry date.
