A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Wall damage with exposed drywall in three areas. The licensee said children had been picking at those areas.
Corrective action. The licensee said they will provide a plan to patch the space.
11010 - CCLR s.13(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. An emergency medication for one child had no medical consent form filled out and no care plan completed.
Corrective action. The licensee said they will have the parent complete the form prior to the next day of care for the child.
16010 - CCLR s.53(1)(a) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Record of evacuation drill having been completed was not on site. The licensee said they had conducted the drill however it had not been documented this year.
Corrective action. The licensee said they will document the evacuation drill.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Monthly fire drills had been conducted and documented with exception to July 2024, which had been conducted but not documented. No documentation of the evacuation drill that had been conducted in the past year.
Corrective action. Licensee said that she will create a yearly checklist for the evacuation drill, and document the July fire drill today.
13050 - CCLR s.56(1)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed two employee records, one employee file did not have record of ECE validation.
Corrective action. Licensee will complete the validation and place them in the file this week
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensee had not obtained a site specific criminal record check, all other criminal record checks for the facility were site specific and current.
Corrective action. Licensee will create a system which includes obtaining a site specific criminal record check for a future employees.

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. DLSOP Safe Play Space – There is no system in place to ensure regular checks and maintenance of outdoor equipment.
Corrective action. Please ensure to develop a system to ensure regular checks and maintenace of outdoor equipment are completed.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Criminal Record Check for the Licensee and a family member who lives in the home have expired. Licensee said she did not know they had expired.
Corrective action. Please ensure to renew the criminal record checks through the provincial criminal record review program

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Bi Fold closet doors through out the facility that can pose a pinching hazard. One of the closet doors had a child safety lock on it, but could be opened to cause a gap large enough to pose a pinching hazard. -Children's nap mats were stored in a way that they were touching causing the children's bed linens to be in contact with each other.
Corrective action. Ensure that healthy and safe environment is provided at all times.

Licensees must not make any structural change to a community care facility unless the licensee first (a) submits plans for the change to a medical health officer.
Observation. Licensing observed that a shed has been added to the outdoor play space without Licensing approval or notification.
Corrective action. Ensure that structural changes to a community care facility are not made unless a plan has been submitted to Licensing and written approval has been obtained.
10020 - CCLR s.10(2)(a) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. The manager's name was not posted in the care facility.
Corrective action. Ensure that the manager's name is displayed in a prominent place in the community care facility.
10050 - CCLR s.11(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing reviewed 6 children's files and noted that one file was missing a declaration of immunization status.
Corrective action. Ensure that children's records are complete.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a review of 6 children's files, Licensing observed that 2 files did not have emergency contacts other than the children's parents.
Corrective action. Ensure that children's files are complete and include an emergency contact other than children's parents.
