A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed 1 playpen with 4 tears in the mesh, and was in need of repair or replacement.

Corrective action. Please review the manufacturer instructions, and consider a plan to address the playpen.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. The manager's file did not contain Criminal Record Check, resume, and references, and 1 staff file contained no record of immunization declaration.

Corrective action. Please consider a compliance plan and provide a written plan.

Observation. The change pad used in the GCC(under 36m) classroom had two holes exposing foam material below, preventing effective sanitization.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

Observation. Medical administration permission form had not been completed for at least one child who requires medication. 2 medications in the medication storage box were expired.

Corrective action. Staff in the classroom said they will have the form filled out by the parent on this day.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing reviewed 12 children's files one file did not contain start date for the child.

Corrective action. Staff corrected this during the inspection.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing reviewed the care plan of four children attending the facility, of those two care plans had no record of being reviewed in the past year.

Corrective action. Please ensure to review the care plan at least once per year with a parent of the child requiring extra support and any person requested by the parent.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. -Closet that stores cleaning supplies had no latch mechanism in the GCC(under 36m) classroom, and was easily accessible by pulling on a handle.

Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of children

Observation. -In two areas of the wall near the cubbies of the GCC (30m-SAC) classroom, there was damage to the wall, with drywall accessible to children. -At least two nap cots were observed to be ripped and in need or repair or replacement.

Observation. Licensing reviewed 20 children's files, of those 3 files did not contain record of the date of enrolment in the community care facility.

Corrective action. Please ensure to maintain record for each child showing the date of enrolment in the community care facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing reviewed 6 employee files, of those, 2 files did not contain site specific criminal record checks.

Corrective action. Please ensure to obtain site specific criminal record check for the person prior to employing in the facility.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Licensing reviewed 6 employee files, of those, 4 ECE or ECA certificates had not been validated by the system maintained by the early childhood registry.

Corrective action. Please ensure to validate certificates for all employees who hold ece or ecea certificates.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. During the routine inspection 6 staff files were reviewed. Although the staff had their references in the file there was no evidence of the references being checked.This is a repeat contravention from 2021.

Corrective action. Please ensure all staff files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. During the routine inspection 6 staff files were reviewed and one staff file was missing the validation of the ECE certificate.

Corrective action. Please ensure all staff files are complete.

A licensee may use the same outdoor play area at the same time for more than one care program if the care programs are of the same type as prescribed in Column 1 of section 1 of Schedule E.

Observation. During inspection, licensing observed the Group under 36 months program, and the Group 30 months to school age program sharing the playground at the same time. Staff child ratios were met, however, the facility had not been following the shared play space schedule in place.

Corrective action. Please ensure to use the space for one care type at a time.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

Observation. Review of "communication" log book provided no entries since January of 2021.

Observation. A storage room accessible through the cubby space in the over three program is unlocked and accessible to children in care. The storage room contains classroom supplies, in some cases, stacked high posing a tipping hazard.

Corrective action. Ensure all hazard are inaccessible to children in care.

Observation. Licensing observed the following: -Chipped paint in the over three program. -Visible signs of dirt and splatter on some areas of the wall and the storage room door. -Visible signs of glue residue which has collected dirt on the under three cubbies. -Debris in the outdoor play space such as plastic wrap, insulation, etc. Licensing recognizes that there is insulation type material on the surface of the covered area above the playground. Please ensure systems are implemented to remove debris while children are using the outdoor play space.

Corrective action. Ensure the facility and the fixtures in it are clean and in good repair.

A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.

Observation. Licensing observed that the maintenance tags on the fire extinguisher in the under three programs indicated that servicing was due on or before January-18-2020. A conversation with the staff member indicated that the extinguisher had received maintenance and was not sure why the tags were not changed.

Corrective action. Ensure there is evidence of fire extinguisher maintenance.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. 5 children's files were reviewed and one was missing an alternate pickup/emergency contact.

Corrective action. Please ensure there is an emergency contact listed for each child.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Two electrical outlets, one in the Group Child Care (Under 36 Months) program and one in the Group Child Care (30 Months to School Age) program, were observed uncovered and accessible to children.

Corrective action. Please address.

Licensing observed the following: - Food stains and dried food on the material parts of the highchairs in the Group Child Care (Under 36 Months) room. - Chipped paint exposing dry wall in areas of the facility including the bathrooms - A piece of plastic protruding from the wall in the Group Child Care (Under 36 Months) bathroom.

Corrective action. Please ensure the facility is clean and in good repair.
