- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): Licensing observed a change pad with tears in the vinyl surface exposing the soft foam below, preventing effective sanitization.
Corrective action. Licensee removed and disposed of the change pad during the inspection.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing measured 5 of the 6 sinks temperature to be as follows; 51 degrees, 52 degrees, 52 degree, 53 degree, 52 degrees Celsius. This is a repeat contravention.
Corrective action. The licensee said they did have a plumber adjust the water mixer for 3 of the sinks in the facility, and has provided a plan to provide supervision until they can connect to the plumber, and will provide a written response with a plan to correct.
11230 - CCLR s.47 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed there to be a fire drill and emergency evacuation drill checklist, however, no entries of completion were in the log. The licensee said they have completed regular fire drills and had not documented them.
Corrective action. Licensee will consider a plan to ensure they are documenting the drills.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Licensing reviewed 10 children's records, of those two had no record of consent to call a medical practitioner or ambulance in case of an emergency.
Corrective action. The licensee said they are moving to a new online platform and will obtain this information.
19190 - CCLR s.57(3)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensing reviewed the file of 4 employees and the manager and found that 2 employee's certification had no record of having been validated.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed -multiple items stored stacked up in the bathroom, on top of counters, and on top of the change table preventing the ability to clean the washroom appropriately. This was a repeat contravention. -Licensee said the outdoor check has not been documented and, is done weekly, and not daily, licensing found debris in the outdoor walkway to the playground, and debris in the playground space. -One cabinet stored in the nap room, and two cabinets stored in the bathroom next to where the change pad is located on the floor were not anchored to the wall.
Corrective action. Licensee said they will develop a system for addressing the storage of the items.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed: -Areas on the counter, on the wall, on top of the small fridge, and on top of storage items, in the bathroom and some toys showed visible soil. -The change pad in use was torn in two spots where the soft cushion below was visible. This prevents suitable cleaning and sanitizing. -No checklist or cleaning system was available for review.
Corrective action. Licensee will consider a system and provide a written response to licensing.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing tested 4 sinks accessible to children, and two sinks tested at 57 degrees Celsius
Corrective action. Licensee said they will provide a written response once this is addressed.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. A nonreportable minor incident that had occurred in the facility had not been documented in the minor incident log book.
Corrective action. Licensee said they will ensure to have log the minor incident.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -Multiple storage items stacked up in the bathroom, and in the nap room next to a play pen where children nap, and within reach of one bed. The bathroom had areas with visible soil due to the amount of storage items. The licensee said items will be moved out of the space for ease of cleaning in both areas by November 20th, 2023 -outdoor space had two areas where there were gaps at the bottom of the fence, and one fence cover was looses, giving access for entrapment. The licensee will have a plan to address the outdoor space by November 30th, 2023 -The plan for the licensee to prevent use of parking spaces in front of the outdoor playground was not implemented during the inspection Correction: Please ensure that a healthy and safe environment is provided at all times while children are in care

Observation. -Water cooler with hot water button was accessible to children while children play in the main activity area. -A bucket of bleach and water was stored within reach of children in the bathroom. (corrected during the inspection) -Storage of plastic bags in an unlatched drawer where children nap (corrected during inspection)
