- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. A play yard used in the nap room appears to be damaged.
Corrective action. The licensee said she will use another play yard that is in good repair.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. The hot water temperature in the washroom accessible to children measured over 49° Celsius.
Corrective action. The licensee said they will correct the temperature.
11230 - CCLR s.47 - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. Soiled diapers are discarded in an open paper bag next to the toilet.
Corrective action. The licensee will use a covered garbage bin instead that they already have.
15010 - CCLR s.14(4)(a) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): The children use cloth towels to dry their hands that are only changed weekly which is not hygenic.
Corrective action. The licensee placed a roll of paper towels in the bathroom for the children to use instead, moving forward.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The emergency supplies contained 3 expired cereal boxes and a blanket. There are no other supplies. The fire extinguisher has not been serviced annually.
Corrective action. The licensee will add more items in the emergency supplies and get the fire extinguisher serviced. Licensing thoroughly discussed this with the licensee during this inspection.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon review of the children's records, one was missing the name and telephone number of a medical practitioner and emergency contact.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon review of children's records, one is missing the medical insurance plan number.
Corrective action. The licensee will acquire and record this informaiton.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon review of all children's records, two are missing the date of enrollment.
Corrective action. The licensee will record this information.
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): The licensee's ECEA certificate was not verified. Licensing discussed this process with the licensee and acquired the validation during the inspeciton.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Emergency drills have not been practiced and recorded.
Corrective action. The licensee said they will do an emergency drill this year. Licensing thoroughly discussed this with the licensee during this inspection.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. The outdoor play area had the following hazards at the time of the inspection; - damaged fence resulting in the space not enclosed - garbage and debris accessible to children playing in the space - grass and ground surface not maintained or suitable for the age and development of the children in care - foliage/tree debris accessible to the children playing in the space - gate for upper deck damage and not safely secured The LO reviewed the requirement for the outdoor space to be well maintained and free from hazards at all times.
Corrective action. Ensure the entire outdoor play area is enclosed and free from hazards at all times.
11160 - CCLR s.16(3)(a) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. In-effective cleaning and sanitizing practices observed within the program washroom. The LO reviewed these items with the Licensee at the time of the inspection.
Corrective action. Ensure healthy and hygienic practices are established and maintained at all times.

Observation. One child in the program was explained to be sleeping on naptime equipment that is not suitable for the age and development of the child. The LO reviewed age appropriate equipment in depth at the time of the inspection.
Corrective action. Ensure equipment for sleeping is appropriate for the size, age and development of the children intended to use it.

Observation. Four children's files were reviewed and three files were missing Doctor's names and contact details. The LO reviewed these items in depth at the time of the inspection.
Corrective action. Ensure children's registration information is completed including Dr's name and contact details.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following items were observed during the inspection; - fridge where children's food is stored not clean or able to assess temperature within the fridge - surfaces not cleaned then sanitized prior to use in eating areas - toys and equipment not regularly cleaned or sanitized - washrooms used by children not cleaned or sanitized - single use paper towels not accessible in the washrooms where children wash their hands, communal hand towels being used The LO reviewed all of these items in depth with the Licensee during the inspection.
Corrective action. Ensure furniture, equipment and fixtures are clean and in good repair at all times.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Medication bottles were observed stored in assessable locations within the kitchen eating area. Cleaning products are stored in a cupboard that is not locked and is assessable also within the kitchen eating area. Personal grooming supplies in the washroom was also stored in accessible locations. The LO reviewed the importance of storing hazardous objects or substances in a locked or inaccessible location throughout the house.
Corrective action. Ensure children do not have access to any object or substance that may be hazardous to their health and safety.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation. Upon review of the program's outdoor play practices the Licensee shared that a first aid kit was not taken on walks. The LO reviewed the importance of having assess to a first aid kit on and off site and at all times.
Corrective action. Ensure first aid kits are readily accessible on and off site and at all times.
11220 - CCLR s.23(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation. The diaper change table is located in the nap room and not accessible to the washroom sink. LO reviewed this item with the Licensee during the inspection.
Corrective action. Ensure the diaper change surface is located near a sink.
15020 - CCLR s.14(4)(b) - OR SUPERVISION
A licensee must not provide care to a child unless the licensee has first ensured that the child's parent or emergency contact can be readily contacted while the child is in care.
Observation. Seven children's files were reviewed. Three children confirmed to be in care in the past few months did not have any registration documents available which includes the emergency contact information. LO reviewed this requirement during the inspection.
Corrective action. Ensure care is not provided unless the Licensee has contacts for the emergency contact for all children in care.
14200 - CCLR s.49(2) - OR SUPERVISION
A licensee must (b) provide to employees and parents a written statement of the licensee's policy on behavioural guidance.
Observation. The written behavioral guidance policy was not shared with the parents.
Corrective action. Ensure all parents are given the written statement of the policy on behavioral guidance.
14230 - CCLR s.51(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The program has not conducted or recorded any fire drills. LO reviewed this requirement during the inspection.
Corrective action. Ensure fire drills are conducted and recorded monthly.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation. The LO reviewed the program policies during the inspection. While all of the policies are in place none had been shared including the repayment agreement with the parents of the children in care. The LO reviewed the requirement for sharing the program policies with all the families enrolled at the time of registration.
Corrective action. Ensure all policies including repayment are shared with families of children in care.
13080 - CCALA s.19 - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Attendance records were observed to be incomplete. The LO reviewed this requirement with the Licensee during the inspection.
Corrective action. Ensure accurate attendance records are maintained at all times.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. A log book was not available in the facility. LO reviewed this item with the Licensee.
Corrective action. Ensure a log or minor accidents, illnesses and unexpected events involving children is maintained regularly.
19050 - CCLR s.56(1)(f) - RECORDS AND REPORTING
A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. Seven children's files were reviewed. All of the children were missing several or all of the required information from their registration forms. The LO reviewed this item in depth with the Licensee during the inspection.
Corrective action. Ensure all children's registration information is complete and available at all times.
