• C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

  Observation. - The name of the Manager is not posted in the facility as required. To promote transparency and to ensure parents are informed regarding the identity of the current Manager, the name of the Manager must be displayed. *Correct by: December 17, 2025.* The facility licence and educator certificates are displayed in the facility as required.

• C3.2 - Are persons qualified and appropriately replaced?Critical

  Observation. The staff files are missing evidence that their Early Childhood Educator (ECE) certificates are valid. To ensure that an educator's certificate is valid, including any subsequent certificate renewals, the Licensee must verify the certificate via the ECE Registry in BC. *Correct by: December 17, 2025.*

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. - The staff files are missing evidence of character reference checks. - A staff file is missing the criminal record check results letter from the Criminal Records Review Program in Victoria, BC. A person must not be employed until the Manager has obtained the required records. This information must also be kept on site at the facility. *Correct by: December 19, 2025.*

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. - The children are sharing one bath size towel to dry their hands. To prevent the spread of illness, single use hand towels must be available for the children to use after washing their hands. *Resolved during the inspection.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. - Some of the children's registration and emergency information records are missing the contact information for a doctor/medical clinic, care card numbers, immunization status, and emergency contacts other than the parents. It is also required that the child registration records include a spot for parents to list anyone who is not permitted access to the child. To ensure that the staff have immediate access to the children's personal information in the event of an emergency situation and/or evacuation, this information must be complete and up to date. *Correct by: December 19, 2025.* Other records such as the daily attendance, minor incident log, and the play space inspection log are up to date and appear satisfactory.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. An updated Employee Plan was submitted by the Licensee for the amendment to Licensing for assessment. The Licensing Officer reviewed and accepted this updated plan. - The Licensing Officer reviewed a sample of staff files. A staff file was missing evidence of their immunization status.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. - The Licensing Officer reviewed a sample of children's records. A child record was missing evidence of their immunization status. The record keeping systems currently in place by the Licensee will remain the same.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. - The Licensing Officer reviewed a sample of staff files. A staff file was missing evidence of their immunization status.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. - The Licensing Officer reviewed a sample of children's records. A child record was missing evidence of their immunization status. The other record keeping systems currently in place by the Licensee were reviewed by the Licensing Officer and they appeared satisfactory.

• C9.1 - Are there plans and actions in place to ensure medications are stored and administered properly?Non-critical

  Observation. - Ensure written permission is received from the parent in order for medication to be administered to their child by staff.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. - Ensure that the sex of the child is included in the child's emergency info card as it is a distinguishing feature. - Ensure that the immunization status of the child is included in the child's record. Other record keeping practices were reviewed by licensing (i.e. attendance records, minor incident log, playground inspection/maintenance log, etc.) and they appeared satisfactory.
