  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Some of the children's emergency information records are missing the contact information for a doctor/medical clinic, care card numbers, and local emergency contacts *other* than the parents. To ensure that the Manager/substitute staff have immediate access to the children's personal information in the event of an emergency situation or evacuation, this information must be complete and up to date. *This was also noted on the last routine inspection report.* *Correct by: April 17, 2026.* - The log for recording outdoor play space inspections, maintenance, and repairs is not up to date. Detailed records of play space inspections help track and ensure the timely repair and removal of potential hazards before they cause injuries. *This was also noted on the last 2 routine inspection reports.* *Correct by: April 14, 2026.* - Some of the daily attendance records are missing arrival and departure times. Accurate attendance records are vital for ensuring *every child* is accounted for during emergency evacuation drills and/or during daily transitions. *Correct by: April 14, 2026.* Other records such as medication administration forms and logs for minor incidents appear satisfactory.

  • C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

    Observation. 1) It was alleged that a child was left behind at a park and the Licensee had to return to the park to retrieve the child. UNABLE TO SUBSTANTIATE: Based on a review of facility records and information provided, there was an incident when children were preparing to leave for the park. Prior to leaving the premises, children were lined up outside the gate. When a head count was conducted, it was discovered that one child was not in line with the rest of the group. The child was immediately located in the outdoor play area behind the latched gate, playing with a new toy and returned to the group prior to leaving for the park. 2) It was alleged that on multiple occasions during drop off times, the Licensee was not present in the main care room and children were left unsupervised. UNABLE TO SUBSTANTIATE: The Licensee stated that one morning during drop off time, she was in the garage getting a bin and left the classroom door open to ensure supervision when she heard a parent and child arrive. When the Licensee returned, the parent was at the door putting their child's indoor shoes on and hadn’t signed the child in yet, however was in close proximity and could hear the children. No other supervision concerns were identified during the complaint investigation. 3) It was alleged that on multiple occasions, the Licensee is caring for more than 8 children. SUBSTANTIATED: Based on a review of the facility's attendance records, it was identified that the maximum group size of 8 children in Multi-Age care was exceeded. On Feb 27, 2025, nine children were present between 9:10 – 10:30 am. On Apr 14, 2025, nine children were present between 9:00 – 9: 30 am. Based on photo evidence provided, ten children were present on October 31, 2025 and nine children were present on December 19, 2025 for holiday parties. The additional children in the photo were related to the Licensee. The Licensee stated their attendance was not recorded as they were under the care and supervision of a family member, and were visiting with the family member for photos and the party. Exceeding the maximum group size set out in the Child Care Licensing Regulation, may pose an increased risk to the health and safety of children. Submit a compliance plan to ensure the maximum group size does not exceed 8 children by February 4, 2026.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. CONTRAVENTIONS UNRELATED TO THE COMPLAINT: 1) Notification of illness or injury: Based on a review of the facility’s log of minor accidents, illnesses and unexpected events; on October 9, 2025, a child was involved in a reportable incident described in Schedule H of the Child Care Licensing Regulation while under the care or supervision of the Licensee. This incident was not reported to Licensing as required. A Licensee must notify Licensing within 24 hours after a child was involved in, or may have been involved in, a reportable incident defined under Schedule H of the Child Care Licensing Regulation. Submit an incident report, including all follow up actions taken in response to the October 9, 2025 incident by February 4, 2026. 2) Community care facility records and policies: The facility’s log of minor accidents, illnesses and unexpected events is incomplete. A minor injury that occurred on January 12, 2025 was not recorded. Provide evidence that the incident has been logged by February 4, 2026. 3) Records for each child: Attendance records are incomplete. On March 13, 2025, two children were not signed out indicating the time of their departure. On October 31, 2025, one child’s attendance was not recorded on the attendance sheet, however the child was present as evidenced by a photo reviewed during the complaint investigation. Submit a compliance plan to ensure daily attendance records are kept indicating whether each child is absent, or if the child is present, the time of arrival and departure by February 4, 2026.

    Observation. - The name of the manager was not displayed in the facility as required for a Multi-Age Child Care program.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - The manager had not practiced or recorded the large scale evacuation practice annually as required. *The date given to correct this contravention is December 31, 2024.* The fire drills were practiced, recorded, and posted monthly as required. The evacuation kit appeared complete with adequate emergency supplies.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Some child records were missing required information such as doctor/clinic contact information, care card number, and emergency contacts other than the parents. - The daily outside play space inspection/maintenance log was not kept up to date. *This contravention was also noted on the last routine inspection report.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. The Licensing Officer observed the following during the inspection: - A generic spray bottle containing a cleaning solution was not labelled. - The nap time bedding used by the children in care was not stored separately to prevent the spread of communicable disease. - A soiled item (pull-up) was not disposed of in a covered container. - A wooden play board with funnels was leaning against the retaining rock wall in the outside play yard. This play board was not secured and could be tipped over. - The safety gate preventing the children from accessing the stairs to the upper deck in the outside play yard was not secured and could be pushed out of position.
