    Observation. - As part of the fire drill system, the record of monthly drills is required to be displayed in the facility. *Resolved during the inspection. Monthly fire drills and the annual large scale evacuation drill were recorded as required. Licensing confirmed with the Licensee that no revisions or updates to the facility policies and procedures had occurred since the last routine inspection.

  • C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

    Observation. - The licensee and children went outside while the inspection continued indoors. A few minutes later, a child could be heard repeatedly calling for help. It seemed that the child's voice was louder than the other children who were in the outdoor play space. The sound was followed and a one year old child was located in the play area adjacent to the outdoor entrance/exit. The child was pinned on their back to the floor with a plastic easel on top of their body. The licensee was alerted to this situation. During this span of a few minutes, the licensee and the other children were under cover, the furthest area from the outdoor doorway. The licensee was calling a parent to arrange early pick up time. It is reported that this is not a missing or wandering child as the child was knowingly left in the facility. When asked, the licensee states that the lack of supervision is not consistent with the supervision policy or practices which do not allow children to be out of sight or hearing of the adult in charge. As discussed, submit an Incident Report. - There are five children in care today who are under 48 months of age. The licensee understands that this not permitted by legislation. She indicates that this was an isolated incident to help a parent who called ahead to request accommodation of their child. The licensee contacted the parent during inspection to expedite compliance. This is a repeat contravention from the June 13, 2018 inspection report and the education that was provided at that time.

    Observation. - There are two medical practitioners and one phone number for one child's record. Ensure records are kept current and that there is a telephone number for a medical practitioner. - The licensee could not locate 2021/22 fire drill and evacuation records upon request.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - There are no fire drill records from June 2021 to December 2021. - There is no record for implementing the annual emergency evacuation in 2021.
