    Observation. - Licensing was not notified that a new Manager was hired for the facility in September 2025. It is required that Licensing is notified whenever there is a change of facility Manager. *This contravention was also identified on the last routine inspection report.* *Correct by: December 16, 2025.* - The name of the new Manager is not posted in the facility as required. To promote transparency and to ensure parents are informed regarding the identity of the current Manager, the name of the Manager must be displayed. *Correct by: December 12, 2025.*

  • C3.2 - Are persons qualified and appropriately replaced?Critical

    Observation. - A staff file is missing evidence that their Early Childhood Educator (ECE) certificate is valid. To ensure that an educator's certificate is valid, including any subsequent certificate renewals, the Licensee must verify the certificate via the ECE Registry in BC. *This contravention was also identified on the last routine inspection report.* *Correct by: December 15, 2025.*

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - The annual practice of the large scale evacuation plan is not recorded. *Correct by: December 19, 2025.* The record of the evacuation plan practice is part of the Licensee's fire drill system that has been approved as defined in section 2.8.3 of the BC Fire Code. In order to ensure that the evacuation plan is practiced as required, the record must be up to date and kept on site at the facility. The required policies and procedures are in place and appear satisfactory. The evacuation kit is complete with adequate emergency supplies as per the Licensee's evacuation plan.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - A staff file is missing a record of their immunization status. - The criminal record check results in a current staff file is not addressed to the Licensee. - A person who is employed to work in the facility as a "floater staff" does not hold an active Early Childhood Educator Assistant (ECEA) certificate. The staff person's ECEA certificate expired in August 2025. A person must not be employed until the Manager has obtained the required records. *Correct by: December 19, 2025.*

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Some of the children's registration and emergency information records are missing the contact information for a doctor/medical clinic and care card numbers. To ensure that the staff have immediate access to the children's personal information in the event of an emergency situation and/or evacuation, this information must be complete and up to date. *Correct by: December 16, 2025.* Other records such as the daily attendance, minor incident log, and the play space inspection log are up to date and appear satisfactory.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - Hazardous products (i.e. spray bottles) are stored on a low shelf in a cupboard in the Group Child Care (30 Months to School Age) program room. To prevent accidental poisoning and/or contact with the eyes and skin, ensure the children in care do not have access to potentially hazardous cleaning products. *This contravention was also identified on the last routine inspection report.* *Correct by: December 12, 2025.*

    Observation. Children enrolled in the Group Child Care (30 Months to School Age) and Group Child Care (Under 36 Months) programs enter through the same entrance. To access the main program room, children in the Group Child Care (Under 36 Months) must pass through the Group Child Care (Under 36 Months) nap room. The door to the nap room, which leads to the Group Child Care (Under 36 Months) program, is located within the Group Child Care (30 Months to School Age) program room. Movable shelves have been placed outside the Group Child Care (Under 36 Months) door to separate children from both programs during entry; however, the gap in the shelving could potentially allow children from both care programs to combine. One child from the Group Child Care (30 Months to School Age) program was observed opening the door and entering the Group Child Care (Under 36 Months) nap area. The child was redirected back to the group by the Licensee Contact. Submit to Licensing by September 10, 2025, a corrective action to ensure compliance with the requirement that children in care programs are divided into groups such as that the number of children in each group does not exceed capacity as set out in Child Care Licensing Regulation Schedule E.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. Two concrete slabs were observed in the outdoor play area, posing a potential tripping hazard. Submit a corrective plan to Licensing by September 10, 2025, to ensure a safe environment is maintained at all times.

    Observation. - The Licensing Officer observed the name of a different manager posted in the facility than what is documented in the facility file. A notification of a change in manager is required to be submitted to Licensing. - The Licensing Officer observed that a certificate for a staff person working in the role of an Early Childhood Educator Assistant (ECEA) was not posted in the facility as required.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - The Licensing Officer observed the washroom storage room that contained hazardous products unlocked and accessible to the children in care. - The Licensing Officer observed toy storage shelves, including the boat shaped shelf, that were not sturdy and could be tipped easily. - Hazardous products such as sunscreen and that stated "Keep out of reach of children" were observed to be accessible to the children in care. - The hot water temperature at the washroom sink used by the children in care measured 53°C during the inspection.

    Observation. - Upon review of the Licensee's evacuation kits, the Licensing Officer observed some missing emergency supplies that were listed in the Licensee's written emergency evacuation plan.
