    Observation. The complaint alleges that a staff member yells at children, consistently uses a loud and upset tone when speaking to them, and moves children in an aggressive and disrespectful manner. Staff interactions with children are observed during routine activities. Staff are interviewed regarding procedures and the dynamics of the children and staff in the program. Some staff identify others as having loud personalities. The alleged staff acknowledges awareness of their tone and identified that it may sometimes have negative effect on children. They also describe scenarios in which they had to move children. Based on the balance of probabilities, the allegation is substantiated. Submit, by June 15, 2026, details outlining how you have corrected the issue and how ongoing compliance is ensured.

  • C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

    Observation. The complaint alleges a staff member places their foot on the back of a child and appears to push the child's body down flat on the bed. Staff are observed while interacting with children and are interviewed, and no staff members indicate witnessing the incident. The alleged staff describes nap procedure and denies the incident has occurred. Due to lack of information, the allegation is unable to substantiate. The complaint alleges that during nap time, staff use their legs and arms to hold down a child. Staff are interviewed and describe the nap time procedures. Staff state that they place their legs over a child (“curving legs”), without applying weight. Facility records are reviewed, and there is no care plan in place for the child identified in the allegation. The behaviour guidance policy is reviewed, and there are no provisions that indicate support for this sleep strategy. Although staff state that this is a practice they use and that it is approved by the licensee, the practice is inappropriate for the age and development of the children. Based on the information received, the allegation is substantiated. Submit, by June 15, 2026, details outlining how you have corrected the issue and how ongoing compliance is ensured. The complaint alleges that staff wrap children tightly in their blankets and place the blankets over the children's heads. Staff are interviewed and describe the nap time procedures. They state that they place a light blanket on one child's face while the child is “tucked in” and remove it as soon as the child falls asleep. Staff also describe that, at times, they use their hands to prompt children to calm their bodies during nap time. Facility records are reviewed, and there are no care plan in place for the children identified in the allegation. The behaviour guidance policy is reviewed, and there are no provisions that indicate support for this sleep strategy. Although staff state that this is a practice they use and that it is approved by the licensee, a child must not be subjected to confinement by an employee except as authorized in a child's care plan. Based on the information received, the allegation is substantiated. Submit, by June 15, 2026, details outlining how you have corrected the issue and how ongoing compliance is ensured.

    Observation. Licensing received an allegation to Child Care Licensing Regulation, Section 19 (1) that an employee started working at the facility without a Criminal Record Check clearance. Based on the information received during this complaint follow-up, the Licensing Officer has determined the allegation to be substantiated. The manager has confirmed that the employee's required records is incomplete, and is currently, missing their Criminal Record Check clearance when they began their employment at the facility. Ensure that Criminal Record Check clearance is obtained prior the employee's start of employment.

    Observation. Some Early Childhood Educator/Assistant certificates have not been verified. Ensure that Early Childhood Educator/Assistant certificates are verified through the system established by the Director of the Early Childhood Educator Registry before staff starting employment. These certificate validation records must be retrievable within reasonable time frame.

    Observation. Licensing reviewed child records and found some missing immunization status and medical practitioner information. Ensure that records for each child identifying personal information is up to date. Upon review of facility records, there was no evidence or log of maintenance and repairs. Ensure that proper maintenance and repairs are completed and recorded.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. A shoe rack was found to be unstable due to a loose bolt, presenting a potential hazard to children. Ensure that furniture is in good repair. The kitchen is designated as restricted area for children. Toddlers are gated off from this area, while 3 to 5-year-old children have open doors with a stop sign on the floor. Hazardous items such as dishwasher detergent, fish antifungal treatment and sanitizer were found accessible to children in the kitchen cupboard. Ensure that children do not have access to these hazardous items.

The facility does not require a food permit, parents provide all meals, only low risk supplementary foods will be served as needed.

    Observation. It was observed the facility does not yet have first aid /emergency evacuation kit accessible. The new outdoor area in the Group Child Care (30 Months to School Age) program requires a method to ensure shade is provided to children.
