    Observation. - It was disclosed that, during the Licensee's absence for an appointment, children were left in the care of an individual under 19 years of age. To qualify for employment in a licensed Family Child Care facility, individuals caring for children must be qualified Responsible Adults who are at least 19 years of age, have completed at least 20 hours of training in relevant courses, and possess the necessary training and maturity to ensure children's health and safety. Submit a response with evidence of compliance by March 24, 2026.

    Observation. - The Licensee disclosed that children were left supervised by an unqualified person while the licensee was at an appointment. Children left supervised by unqualified persons presents a potential for significant harm. Submit a response with evidence of compliance by March 24, 2026.

  • C8.2 - Is each child provided a comprehensive and coordinated program of developmentally appropriate activities that encourages physical, intellectual, language, emotional, and social development?Non-critical

    Observation. - The indoor play space lacks evidence of comprehensive programming and materials for the age and development level for children in care. It is important to provide age appropriate programming and material to support children's developmental needs in a meaningful manner and to avoid the risk of unsafe behavior due to boredom potentially leading to unsafe play environment that heightens the risk of injuries among children. Submit a response with evidence of compliance by March 24, 2026.

    Observation. - The children did not wash hands before eating. Hand washing is required to prevent the spread of illness and maintain the health and safety of children in care. Submit a response with evidence of compliance by March 24, 2026.

    Observation. - A child's file is missing their medical insurance plan number. Incomplete child records may increase risk to children in case of emergencies. The following contravention is unresolved from previous routine inspection conducted on March 18, 2025 and continuous to be unresolved. - The Licensee indicated that they are unable to find the records reflecting practiced emergency drills. Keeping facility records in a single designated location ensures they are readily accessible for review and supports transparency and verification of compliance. Submit a response with evidence of compliance by March 24, 2026.

    Observation. - There is no record indicating that the emergency plan is implemented and practiced at least once each year. Keeping record of practiced emergency evacuation drills is important to evaluate the effectiveness of procedures, identify gaps, helps maintain accountability and preparedness for real emergencies.     Observation. - The children have access to following hazardous items: • an open bag of dog food in the washroom. • sharp knives in the kitchen area. • boxes of flooring materials to be used for a floor replacement after child care hours presenting a tripping hazard to children. Having hazardous items within children's reach poses a potential health and safety risk to children. Submit a response with evidence of compliance by March 24, 2026. - First aid kits are inaccessible and stored away in outdoor bins. First aid kits must be readily available to ensure prompt and effective response to injuries or medical emergencies. Submit a response with evidence of compliance by March 24, 2026.

  • C7.2 - Is there adequate and appropriate indoor and outdoor space, materials, and equipment?Critical

    Observation. The Licensing Officer observed a rusting seesaw and a metal rusting bench that had chipped/peeling paint, in children's outdoor play space. A tricycle and a small chair were also observed in poor repair. This may pose a potential risk of injuries to children. Although daily play space inspections are performed, a thorough check of equipment, for hazards and needed repairs, is required. Establish a system to ensure play space is free from hazard and materials are in good repair.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. The Licensing Officer observed that the diaper changing mat was torn which makes it difficult to clean. Ensure facility equipment is easy to clean and free from hazard.

    Observation. There was no covered container observed, next to diaper change area and wash basin, for soiled items. The Licensee indicated that the soiled diapers are discarded in a covered garbage bin under the kitchen sink. Ensure soiled diapers are discarded in a covered container that is located next to the diaper change area and a washbasin, outside the food preparation area.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. The Licensing Officer observed the following: - There was no record of two children, who were attending the facility at the time of inspection, indicating their personal information. Establish a system to ensure each child's personal record is kept current and complete. - Child records were also missing photographs or digital images of children in care. Ensure a photograph or digital image of each child is kept which can be used to readily identify child in emergencies. - The Licensee indicated that they were unable to find a child's record as it may have been filed with their sibling's record. Additionally, there was no record of emergency plan practiced once a year. Establish an adequate record keeping system to ensure child records and facility records are kept in a single place at the facility which can be retrieved within reasonable time if needed.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. Upon reviewing facility records, Criminal Record Check clearance letter for the Licensee was found expired. This must be addressed immediately as persons over the age of 12 must not be ordinarily present at the facility without a valid criminal record check.
