    Observation. The complaint alleged that a child was left unsupervised in the facility’s outdoor play space for several minutes. The Licensee confirmed that the incident occurred, and submitted a reportable incident of a missing or wandering child within 24 hours. The Licensee also left a detailed voicemail outlining the incident and the actions taken. Children must be provided with supervision at all times to ensure their health, safety, and well-being. Submit written confirmation by May 29, 2026, indicating how children will be provided with continuous supervision at all times while in care.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. Related to the complaint, a contravention was identified during the investigation: Employees did not follow the facility’s supervision policy when they failed to conduct a head count prior to transitioning from the outdoor play space. To ensure the safety of children in care, employees are required to implement the policies and procedures developed by the Licensee. Submit written confirmation by May 29, 2026, that all employees are implementing the supervision policy.

    Observation. A large stage area has been added to an indoor play space. The edge of the stage does not have a safety rail and poses a risk to children falling off the edge of the stage. A wooden step is being used in a bathroom. The surface of the step is in poor condition and no longer easy to clean and sanitize. The portable cribs have material sides; the material is showing signs of dirt and grime building on the surface. One bathroom stall had a broken and missing toilet roll holder.

    Observation. Only the emergency evacuation plan has been practiced by employees. All emergency plans must be practiced by all employees. One employee file containing the required records was not at the facility. This was corrected during the inspection.

On March 3, 2023, this Licensing Officer observed children having access to very limited activities, resources, and programming while indoors and outdoors. On March 3, 2023, this Licensing Officer observed children being provided with outdoor play for approximately 1 hour. Employees stated they go outside everyday unless it is very cold.     Observation. The complaint outlined concerns regarding staffing qualifications. The Licensee has an approved staffing exemption. The exemption request was approved based on a staffing plan. The Licensee did not notify Licensing of a change to the staffing plan that was approved.

    Observation. The complaint outlined concerns regarding the staff qualifications. During the inspection, the Licensing Officer observed an early childhood educator and responsible adult providing supervision in the Infant and Toddler program without the presence of an infant/toddler educator. During the inspection, additional non-compliance was identified. There are three children under 36 months being provided with care in the Group Child Care 30 Months -School Age Care program.
